ASSESSOR MEETING MINUTES
DECEMBER 12, 2002
7:00 P.M. Called meeting to order. Present: Robert Merritt, Ellen
Abelson, and Mark Mazur.
7:05 P.M. Old Business
The Administrative Assessor described his presentation of our FY2004 budget and our Capital Outlay request to the Finance Committee on 11/25/02.
The Board decided to utilize the new job title of Administrative Assessor from now on. The position had been identified as Assistant Assessor.
The Board decided to ask the Personnel Board to review the Administrative Assistant position if they are only willing to review one of the two positions we are asking them to review. We are asking them to review the Administrative Assessor position as well.
7:10 P.M. New Business
The Board read a notice from the Appellate Tax Board (ATB) deciding the FY2002 hearing on 105 Moose Hill Parkway in favor of the appellant.
The Board granted a fiscal year 2002 abatement on 105 Moose Hill Parkway in accordance with the recent ATB decision.
The Board read a letter from Town Counsel reviewing our proposed FY2004 personal property revaluation contract with G & K Associates. The Board decided to go forward with the signing of the contract.
Town Manager, Benjamin Puritz, has requested that we provide new growth and overlay estimates for his long range financial planning. The Board reviewed an analysis of new growth and overlay accounts. The Board decided to provide the Town Manager, Mr. Puritz, with the following estimates:
Fiscal year 2004 new growth $400,000
Fiscal year 2004 overlay to be raised $600,000
Overlay to be released in the spring of 2003 $500,000
The Board read a request for the submission from our office for annual
reports.
The Board read a request from the Capital Outlay committee for a list of
past projects from our office. The Administrative Assessor will try to produce such a list for next week’s meeting.
