May 19, 2005


Peg Arguimbau Chairman, Stephen Cremer, Katherine Roth, Hank Langstroth, and Stephan Glicken were the members present.

7:45 p.m., Approve Past Meeting Minutes:

Peg called for a motion to approve the April 28, 2005 Meeting Minutes as amended.
Katherine Roth moved. Hank Langstroth seconded. Voted. 4-0-1.

Peg called for a motion to approve the May 5, 2005 Meeting Minutes as amended.
Stephan Glicken moved. Katherine Roth seconded. Voted. Unanimous.

Peg called for a motion to approve the May 5, 2005 Executive Session Meeting Minutes as amended.
Stephan Glicken moved. Stephen Cremer seconded. Voted. Unanimous.

8:00 p.m., Signatures:

The Commission signed a bill for McGregor & Associates, P.C.  

8:05 p.m., The Commission’s review of the Land Swap proposal previously submitted by the Planning Board:

RURAL DISTRICT 1
TOWN OWNED LAND – Planning Board’s intent to build
Parcel No. 039095000 - 195 Wolomolopoag Street.

The Commission expressed the following concerns:

This parcel is part of a Cluster Subdivision near Barefoot Hill Road that contains two wetland areas. (One wetland area is near a bend in the proposed roadway and the other area is located in the back end of the proposed roadway.)
Steep slopes.
The proposed roadway intrudes on the 100’ Buffer Line.
Parcel is located within the Groundwater Protection District.

The Commission agreed that Parcel No. 039095000, the northernmost lot adjacent to the cul-de-sac, might
be a possible location for an affordable housing site conditional upon subdivision approval.

RURAL DISTRICT 2
TOWN OWNED – Planning Board’s intent to build
Parcel No. 063014000 – 156 Mountain Street by Heather Way.

The Commission expressed the following concerns:

Common driveway.
Roadway.
Abutting wetlands by the back section of the lot to the right.
Previous Town Dump Site inappropriate for an affordable housing site.

The Commission agreed that this parcel is not suitable for housing.

SINGLE RESIDENCE DISTRICT A
TOWN OWNED -Planning Board’s intent to build
Parcel No. 074019001 – 26 Oak Hill Drive. (Former Nudist Colony)

The Commission agreed that this southernmost lot accessed from Hampton Road might be a possibility for affordable housing conditional upon subdivision approval.


SINGLE RESIDENCE DISTRICT B
TOWN OWNED - Planning Board’s intent to build
Parcel No. 079001000 -  45 Sandy Ridge Circle.

The Commission expressed the following concerns:

The entire parcel is located in Zone 2.
Steep slopes.
Wetlands.
Sandy Soil.
Not Accessible.
Unable to construct a roadway on existing sandy soil.

The Commission determined that this parcel is not suitable for housing.

SINGLE RESIDENCE DISTRICT B
TOWN OWNED - Planning Board’s intent to build
Parcel No. 091011000 –  25 Pleasant Park Road.

The Commission agreed that this northernmost lot might be a possible location for housing conditional  upon stricter septic regulations. (There are not too many slopes on the lot.)

Parcel No. 023002000 – 71R Mansfield Street.

The Commission agreed that this parcel might be suitable for a land swap

RURAL DISTRICT 1

Parcel No. 040033000 - (At the bend of East Foxboro Street.)
This parcel is listed on the map submitted by the Planning Board as Town owned; however, the Commission already owns this parcel.

The Commission agreed that this parcel should not be considered for the land swap because it is owned by the Commission.

Parcel Numbers: 001013000 - 001014000 - 001015000 (340, 348, 356 Mansfield Street - Donated lots.)

The Commission agreed not to consider these parcels due to a previous vote to not release donated parcels.

Parcel Number 023027000 - 229 Lakeview Street.
(Proposed housing between Eagle Drive and Owl Drive behind campgrounds.)

The Commission expressed the following concerns:
Proximity to Lake Massapoag.
Parcel is located within the Surface Water Protection District.
Septic system issues.
Conditional upon subdivision approval.  
The Commission agreed that this parcel is not suitable for housing.

RURAL DISTRICT 1 & SINGLE RESIDENCE DISTRICT A

Parcel Number 029007000 – 000 Furnace Street & 100 Gavins Pond Road.

The Commission expressed the following concerns:

Buffer Zone issues on the middle two lots.
Proximity to Town Well Numbers 5 & 7.

The Commission determined that this parcel might be a possible location for housing conditional upon sewer connection to the Town of Mansfield.

SINGLE RESIDENCE DISTRICT A

Parcel Number 074074000- 74 Aspen Road.

The Commission agreed that this southernmost lot located on the bend of Oak Hill Drive might be a possible location for housing conditional upon subdivision approval and wetland permitting.

SINGLE RESIDENCE DISTRICT A
Conservation Commission Owned
Parcel Number 119043000 – 90 Maskwonicut Street. (Goldenwood Subdivision) Jenkins is the owner.

The Commission expressed the following concerns:

The Commission feels that the Planning Board, in error, proposed this parcel because a house already exists on the two proposed lots.
Conditional upon subdivision approval for Goldenwood.

RURAL DISTRICT 1

Parcel Number 131001006 – 149 Edge Hill Road. (Stream by Edge Hill Road and high tension line easement.)

The Commission determined that this parcel should not be considered for housing.

9:10 p.m., Old/New Business:
                 CPA Update
The Commission discussed the issue of nominating an individual to the CPA Committee. The Commission agreed to continue this discussion at a later date.
