November 3, 2005

Peg Arguimbau Chairman, Hank Langstroth, Janet Dunlap and Peter Holden were the members present.

7:45 p.m., Abbreviated Notice of Resource Area Delineation hearing continuance filed by Jonathan Goldberg for the proposed approval of a wetland resource delineation at 190 Pond St:

Jonathan Goldberg presented to the Commission a Plot Plan of the proposed project dated October 18, 2005 with the wetland line depicted on the plan. Greg met the Applicant’s wetland scientist in the field to review the wetland line, analyze soils and vegetation. Modification of the originally proposed line was made and depicted on the submitted plan. Mr. Goldberg indicated that he wanted to install a fence. He was informed by Peg that the fence would have to be installed no closer than 50’ from the approved BVW line and that a RDA would have to be filed for that proposal. A DEP file number has not been issued yet for the proposed project.
Peg called for a motion to continue the hearing.
Peter Holden moved. Janet Dunlap seconded. Voted. Unanimous. 4-0-0.

8:15 p.m., N.O.I. hearing continuance filed by Thomas Altieri for the proposed
construction of a single family house driveway and retaining walls on land identified as Map 118
/Lot 4, Assessors Plat Book,  Norwood Street, opposite Cobbler Lane:
Bill Buckley, Engineer, from Bay Colony Group and Attorney Joel Fishman appeared before
the Commission to represent the Applicant. Mr. Buckley reiterated the Commission’s request for modification to the proposed lot development plan:
·       Relocation of erosion control line up gradient and a more defined limit of work.
·       4' high open bottom arch culvert to replace the box culvert originally proposed in order to comply with the State’s stream crossing standards.
Peg suggested that the replication area be elongated along the wetland requiring less disruption associated with clearing and grading to create the originally proposed replication areas.
The Applicant agreed to create the required restoration in a manner suggested by Peg.
Mr. Buckley will have the project wetland scientist create the revised replication plan.
Peter Holden suggested that rip rap or stone be placed at the sides of the driveway at the low point to dissipate storm flow coming down the driveway.
The Applicant presented a proposed Conservation Restriction.
The Commission suggested some modifications to the proposed Restriction.
Peg called for a motion to continue the hearing.
Hank Langstroth moved. Janet Dunlap seconded. Voted. Unanimous. 4-0-0.

8: 45 p.m., Old/New Business:

The Commission concurred to allow Camp Wonderland to perform emergency repair to the beach concrete apron which was severely damaged during the October storm.

8:55 p.m., Signatures:

The Commission signed Certificate of Compliance for Linda Lev, 17 Mayflower Lane.
