Finance Committee Meeting

Executive Session Minutes – August 1, 2011

Town Hall, Lower Level Hearing Room, 9:15 P.M.

Members Present:  Arnold Cohen, Gordon Gladstone, Joel Lessard, Ira Miller, Jacqueline

                               Modiste (Hamilton)

               Absent:   William Brack, Brian Fitzgerald, Charles Goodman, Alexander

                               Korin, Laura Nelson

1. Question on what makes up that fully loaded amount on employees salary.  Joel Lessard tried to get on the Selectmen’s agenda two Tuesdays ago, but they were too busy.

2. There was a survey going out which won’t be ready for six months.  It won’t help the committee on this cycle.

3. The survey has employee number, name, job status, grade, step.  Still have to put into bargaining units regarding annual earned time, basic sick time.

4. It was stated that was the MUNIS summary that Don Hillegasse gives to Bill Fowler.

5. There was some discussion whether attorneys negotiate with the union.

6. Follow up or give different methodology.  Committee should know the method Selectmen prefer.  Even if you create a fully loaded number not apples to apples that include public and private.  Kind of in a holding pattern.  Waiting for health care number.  Ben was waiting on what components outside data base for fully loaded number.  Bill Brack should be at Selectmen’s meeting to talk to them.

7. There was some discussion on what strategy to use in getting full information on salary cost to public.

8. The next meeting will be on August 15^th.  Hope Peter Kenney will be available with information.

9. A suggestion was made that if there is no Peter Kenney and no new articles, there would be no meeting.  It would be in September.

10. It was MOVED and SECONDED to adjourn.
