FINANCE COMMITTEE

MINUTES – January 12, 2004

TOWN HALL – 7:30 P.M.

 

Members present:  Pietal, Goodman, Miller, Rose, Hearn, Tuck, Hitter, Feldman, Goldberg

 

1.      Pietal mentioned that the Secretary Position has been posted to the Town’s Website

 

2.      Ken Goldberg was introduced as the candidate nominated by the Finance Committee Nominating Committee

 

a.       Replacement for Paul Bergeron’s term of 1 year ---- approximately 5 months remaining

b.      Finance Committee voted to accept the nomination 8-0-0

 

3.      Reviewed Town Clerk’s Budget – Marlene Chused was in attendance

a.       Town Clerk Office has 2 Budgets

1.      Election and Registrations budget is part of the Selectmen’s sector

2.      Town Clerk’s budget is part of the Finance Committee sector

b.      Chused presented:

1.      Surrounding Town’s salary survey as of November 2003

2.      Budgets – Level, 2.5% reduction and 5% reduction

4.      Areas to Note

a.        The Collective Bargaining Agreement may allow for retroactive salary increases

b.      Overtime must be paid for Town Meetings and Elections

 

5.      Further information needs to be gathered to determine if Elections and Registration can be under the Finance Committee. This would put both budgets which are under the Town Clerk within the Finance Committee’s sector.

·        Capital Outlay Committee

o       Asbestos Tile removal at Middle School --- estimated at $620k

o       Pietal questioned the bundling of Capital Expenditures to reach town imposed thresholds
