Minutes – July 11, 2005

Town Hall – Lower Level Hearing Room

 

Members Present:  Joel Alpert, Maria Anderson, Boris Deychman, Kenneth Goldberg,

                               Charles Goodman, Jonathan Hitter, Joel Lessard, Ira Miller, Gloria

                               Rose (late), Gregory Sydney (late), (Hamilton)

                Absent:   Michael Feldman, Brian Fitzgerald

 

1.      The first item on the agenda was Reserve Fund Transfers.  The amount of $3,022.00, previously approved for transfer to the Elections and Registrations, was not needed.

 

2.      A MOTION was made by Boris Deychman and SECONDED by Joel Lessard to put the $3,022 that was approved for Elections and Registrations back into the Reserve Fund.

 

3.      VOTE:  8-0-0.

 

4.      The balance in the Reserve Fund is $305,900.00.

 

5.      Ben Puritz, Town Administrator, presented the requests for Reserve Fund transfers for the Law Budget and the Fire Department.  He also stated it is unprecedented that the amount of the Reserve Fund would be insufficient to address the request.  We found ourselves in this situation because of unforeseen and extraordinary circumstances.

 

6.      Discussion was held on the Fire Department request of $66,780.00.

 

7.      John Lee, Chairman, Zoning Board of Appeals, presented a request for Reserve Funds in the amount of $14,214.40 for legal expenses.  Discussion was held regarding the issue of the ongoing and the upcoming 40B projects.

 

8.      Ben Puritz continued the presentation of the Law Budget.  The exceptional matters that went beyond parameters is Rattlesnake Hill that exceeds the Law Budget and the  other, a personnel matter, was the Satter case.  The amount needed for Reserve Fund transfer was $135,282.00.  The Board of Selectmen’s meeting will be at the High School Library on July 19 regarding the Rattlesnake Hill matter, which will be on the agenda.

 

9.      There was continued discussion regarding the Law Budget.

 

10.  There was discussion regarding the DPW request for Reserve Fund transfer.

 

11.  Ben Puritz stated that Snow & Ice deficit eligible.  What’s just under $200,000 is all related to Snow & Ice.

 

12.  The amount that would be left in the Reserve Fund would be $89,624.00 which could be transferred to the DPW.

 

13.  A MOTION was made by Joel Alpert and was SECONDED to transfer the amount of $14,214.00 from the Reserve Fund to the Zoning Board of Appeals.

 

14.  VOTE:  10-0-0.

 

15.  A MOTION was made by Gloria Rose and SECONDED by Joel Alpert to transfer the amount of $66,780.00 from the Reserve Fund to the Fire Department.

 

16.  VOTE:  10-0-0.

 

17.  A MOTION was made by Joel Alpert and SECONDED by Gloria Rose to transfer the amount of $135,282.00 from the Reserve Fund to the Law Budget.

 

18.  VOTE:  8-1-1.

 

19.  A MOTION was made by Gregory Sydney and SECONDED by Ira Miller to transfer the amount of $89,624.00 from the Reserve Fund to the DPW.

 

20.  VOTE:  8-0-2.

 

21.  A MOTION was made and SECONDED to adjourn.

 

22.  VOTE:  10-0-0.

 

23.  The meeting was adjourned at 9:20 P.M.
