Minutes – November 5, 2007

Absent: Maria Anderson, Brian Fitzgerald
1. The first item on the agenda for this meeting prior to the Fall Town Meeting was new information on Articles 7 and 8. Jon Hitter recused himself.
2. A MOTION was made by Ted Philips and SECONDED by Gordon Gladstone to reconsider Article 7, Amend the sign general By-Law to provide signage regarding a lifestyle retail center in Business District D.
3. VOTED: 8-0-1. For: Alpert, Gladstone, Goodman, Kiernan, Lessard, Miller, Nelson, Philips. Abstain: Sydney.
4. There was discussion regarding both Articles 7 and 8 by the proponents and the Finance Committee about a number of changes recently made to the articles.
5. A MOTION was made by Ted Philips and SECONDED by Josh Kiernan to recommend Article 7, Amend the Sign General By-Law, as written in the handout.
6. VOTED: 8-0-1. For: Alpert, Gladstone, Goodman, Kiernan, Lessard, Miller, Nelson, Philips. Abstain: Sydney.
7. There was some discussion regarding monetary penalties if there were any zoning violations.
8. A MOTION was made by Ted Philips and SECONDED by Josh Kiernan to reconsider Article 8, Amend the Zoning By-Law to allow off premises directional signage in residential district regarding a lifestyle retail center in Business District D.
9. VOTED: 8-0-1. For: Alpert, Gladstone, Goodman, Kiernan, Lessard, Miller, Nelson, Philips. Abstain: Sydney.
10. A MOTION was made by Gordon Gladstone and SECONDED by Josh Kiernan to recommend acceptance of Article 8, Amend the Zoning By-Law.
11. It was announced that the Planning Board voted unanimously, 5-0.
12. VOTED: 7-0-2. For: Alpert, Gladstone, Kiernan, Lessard, Miller, Nelson, Philips. Abstain: Goodman, Sydney.
13. Ira Miller reported that the Planning Board was withdrawing Article 13, Inclusionary Housing By-Law.
14. It was MOVED and SECONDED to adjourn.
15. VOTED: 10-0-0.
16. The meeting was adjourned at 6:45 p.m.
