Finance Committee Meeting
Minutes – November 13, 2008
Sharon High School Library – 7:30 P.M.

Absent: Donald Gilligan, Gordon Gladstone, Jonathan Hitter, Joel Lessard
1. There was no quorum to start, but two members arrived a little late from another meeting to make the quorum. The first item on the agenda was Bob Shelmerdine, Attorney for Sharon Commons.
2. Bob Shelmerdine stated that they are withdrawing Article 5, Subzone C, additional 42 units, from the Town Meeting. The state did not approve their plan at this time.
3. There was considerable discussion regarding Article 5 which could be brought up at the May Town Meeting, and Article 4 for this Town Meeting. There will be a red-line version of Article 4 available at Town Meeting that will show the changes made to Article 4 including suggestions from the Planning Board in wording and typos.
4. There was discussion regarding the new Memorandum of Agreement which includes development of property, lighting, sidewalks, and 25% of housing ownership. The Housing Partnership requested affordable housing for 10 at 80%, 12 at 70%, and 3 at 60% of average median income.
5. The next item on the agenda was in regards to Article 12. Town Counsel Gelerman recommended that Town Meeting approve a Reserve Fund Transfer instead of taking the appropriation from the Stabilization Fund.
6. A MOTION was made by Laura Nelson and SECONDED by Ira Miller to reconsider the prior vote on Article 12, Appropriation for Charter Commission.
7. VOTED: 7-0-0.
8. A MOTION was made by Laura Nelson and SECONDED by Josh Kiernan to recommend approval of Article 12, and that the $25,000 be taken from the Reserve Fund.
9. VOTED: 7-0-0.
10. Ted Philips reported on the Capital Outlay Meeting. There was a presentation by Eric Hooper for his request. The vote for Horizons for Youth was unanimous with two abstentions. Their next meeting is December 4.
11. The next meeting will be November 17, prior to Town Meeting.
12. It was MOVED and SECONDED to adjourn.
