Finance Committee Meeting

Minutes – November 23, 2009

Town Hall, Lower Level Hearing Room—7:30 P.M.

Members Present:  Maria Anderson, Keith Garte, Gordon Gladstone, Charles Goodman,

                               Jonathan Hitter, Joel Lessard, Edward Philips (Hamilton)

                Absent:   Brian Fitzgerald, Donald Gilligan, Josh Kiernan, Ira Miller, Laura

                               Nelson

1. The agenda was to discuss the budget.

2. There was a suggestion to use the same memorandum sent out by the Selectmen’s sector to the Finance Committee’s sector.  Primary budget, level funding based on FY’10 appropriation including factoring applicable steps and a 1% general salaries increase.  First Option, Primary with 1% salaries and steps.  Second Option, level service, 1% salaries and steps.  Third Option, Needed/Level Services, 2% salaries and steps.  Funding requests for items over $10,000 and service of five years or more will be evaluated by Capital Outlay.

3. There was considerable discussion on the FY’11 budget to be sent to the Finance Committee’s sector.

4. A MOTION was made by Chuck Goodman and SECONDED by Ted Philips to accept this memorandum dated September 10, 2009, by Benjamin Puritz regarding FY’11 budget request instructions to send same to Finance Committee’s sector.

5. There was some discussion on this motion.

6. VOTED:  5-2-0.  For:  Garte, Goodman, Hitter, Lessard, Philips.  Against:  Anderson, Gladstone.

7. The next meeting will be December 14.  The health care insurance consultants will be here.

8. It was MOVED and SECONDED to adjourn.

9. VOTED:  7-0-0.
