Finance Committee Meeting

Minutes – November 14, 2011

Sharon High School Library, 6:00 P.M.

Members Present:  Arnold Cohen, Gordon Gladstone, Charles Goodman, Alexander

                               Korin, Ira Miller, Jacqueline Modiste, Laura Nelson (Hamilton)

                Absent:   William Brack, Brian Fitzgerald, Joel Lessard

1. Ira Miller filled in for Chair, Joel Lessard, at this meeting before Town Meeting.  There were still three articles to take positions on.  Article 3.  Amend zoning by-law change – New definition of Assisted Living Facilities.  The Finance Committee had been waiting to see the language of the motion.  Agreement among parties to not take action at this Town Meeting.  The Committee has a choice, move that action under Article 3 be indefinitely postponed or make a statement that Town Meeting take no action on Article 3 and refer back to Planning Board for further study.  It gives more information why the Committee was taking the action.  An article cannot be removed once it is in the Warrant.

2. A MOTION was made by Gordon Gladstone and SECONDED by Laura Nelson to recommend Article 3 for indefinite postponement.

3. There was some discussion on the motion.

4. Arnie Cohen stated that unless the Planning Board brings this up, the proponents will have to wait two years.

5. VOTED:  7-0-0.  For:  Cohen, Gladstone, Goodman, Korin, Miller, Modiste, Nelson.

6. Article 8.  Zoning by-law change – PO Square Affordable Housing.  The Finance Committee wanted to wait.  Most of majority was in favor of this.  Planning Board was in favor with vote of 4-0-0.  Selectmen were waiting.  They’re meeting somewhere else and will vote with rest of Town Meeting.

7. There was considerable discussion on this article which also depended on passage of Article 5.  Zoning by-law change – PO Square Uses, Site Plan Approval and Definition.  There was a suggestion to vote on Article 8 as written in the Warrant.

8. A MOTION was made by Gordon Gladstone and SECONDED by Alex Korin to reconsider vote on Article 5.

9. VOTED:  2-5-0.  For:  Gladstone, Korin.  Against:  Cohen, Goodman, Miller, Modiste, Nelson.  Motion defeated.

10. A MOTION was made by Arnie Cohen and SECONDED by Jackie Modiste to recommend Article 8.

11. There was more discussion on this article especially regarding the percentage of affordable housing.

12. VOTED:  4-3-0.  For:  Cohen, Gladstone, Miller, Modiste.  Against:  Goodman, Korin, Nelson.

13. Article 11.  Zoning Amendment Petition – Route 1 – Change of zoning to allow Landscaping/Nursery Business (675 General Edwards Highway) use in Light Industrial District.

14. The Finance Committee had waited to see what the Planning Board would do.  Their vote was 4-0-0.

15. A MOTION was made by Jackie Modiste and SECONDED by Alex Korin to recommend Article 11.

16. VOTED:  7-0-0.  For:  Cohen, Gladstone, Goodman, Korin, Miller, Modiste, Nelson.

17. It was MOVED and SECONDED to adjourn.

18. VOTED:  7-0-0.
