Finance Committee Meeting
Minutes – April 11, 2011
Town Hall, Lower Level Hearing Room, 7:30 P.M.

1. The first item on the agenda was to discuss the Reserve Fund transfer for Norfolk Agricultural School with Bill Fowler.
2. Bill Fowler explained he had never been billed before. After the budget had been submitted, they sent a bill for $19,500. Unforeseen. $1,500 per student.
3. There was some discussion that the renovation of the school had triggered tuition billing of $6,500. Will use contingency for the $6,500 and also cover Cedar Swamp. Will not change revenue forecast. Need Priorities Committee to ratify use of $25,000 contingency.
4. This was under Fixed and Uncontrollable. This will be permanently included.
5. The Committee members wanted an explanation from Norfolk County Agricultural School representative. To be discussed prior to the Open Warrant meeting and also Reserve Fund transfer at 7:30 p.m. on April 28 at the Sharon High School Library.
6. The next item on the agenda was the 2% budget.
7. A MOTION was made by Ira Miller and SECONDED by Joel Lessard to approve corrected number on the School budget of $36,042,701 without SNARC in the Warrant Recap Sheet.
8. VOTED: 7-0-0. For: Gladstone, Goodman, Korin, Lessard, Miller, Nelson, Philips.
9. There was some discussion regarding the 2% budget recommendation by the Finance Committee and the 2.41% Priorities allocation in the Warrant.
10. Joel Lessard stated that the actual FY’11 for the School Department was $35,335,981. 2% over FY’11, $36,042,701 without SNARC. We voted $36,052,617. That includes the SNARC $9,916 rolled into that. $36,042,701 without SNARC.
11. The next meeting will be on April 28, 2011, at 7:30 p.m. at the Sharon High School Library and Open Warrant Meeting will be at 8:00 p.m. also at the High School Library.
