Finance Committee Meeting
Minutes – March 19, 2012
Town Hall, Lower Level Hearing Room, 7:30 P.M.

1. The first item on the agenda was Eric Hooper, Superintendent, DPW, presenting the Water Department budget.
2. Eric Hooper gave an overview of the budget and highlighted some of the areas where the costs had increased from the prior year budget.
3. There was considerable discussion on this budget. There was also discussion on the increased water rates which will be used to pay for borrowings for Water Department projects and other items.
4. The next item was the list of Warrant articles for discussion.
5. Article 6. Norfolk County Retirement. Understanding funding. Bill Fowler to explain.
6. Article 11. Annual Audit. April 26, a meeting is scheduled with Audit Committee to review the draft of June 30, 2011.
7. Article 12. Capital Outlay. Paul Linehan coming in on March 26 and presenting the articles.
8. Gordon Gladstone will do the write-up on Capital Outlay.
9. Bill Brack will write-up articles 18, 19, and 20.
10. Article13. Requires second hand shops for the purchase, sale or barter of certain metals, jewelry, second hand articles and electronics to obtain a license issued by the Board of Selectmen.
11. Article 14. Permit Police Department to fingerprint and CORI check door to door hawkers and peddlers in community.
12. Arnie Cohen will write-up articles 13 and 14.
13. Article 15. Veterans’ Exemption.
14. Article 16. Community Preservation Committee Annual Funding – Administrative Expenses and Articles. Corey Snow at meeting next week.
15. Article 17. To allow eligible people who are homebound to participate in the work-off program by allowing another individual to take their place in the work-off program.
16. Article 18. Purchase of Diesso Property for $10,000 – for Water Department purposes. Waiting on word from Town Counsel.
17. Article 19. Accept and adopt and implement FEMA Flood Maps.
18. Article 20. Revise flood plain by-law to adjust for FEMA Flood Map change.
19. Article 21. Recreation Advisory Committee – Reevaluate purpose, number of members, etc.
20. Article 22. Article to ban dogs from Veterans’ Memorial Park and Beach. Question whether the name was Veterans but in the article it says Veterans’ Memorial.
21. Ben Puritz explained that it was voted a certain way in ’46-’48. Second vote does not include word veterans. Selectmen having hearing tomorrow night.
22. Article 23. Creation of an Adult Use Zoning district in order to prevent the forcible location of adult uses in inappropriate locations (Planning Board).
23. Article 24. Revolving Fund Authorizations. Coming from Town Counsel.
24. The next meeting will be on Thursday, March 22.
