Finance Committee Meeting

Minutes – October 11, 2012

Town Hall, Lower Level Hearing Room, 7:30 P.M.

 

Members Present:  Arnold Cohen, Gordon Gladstone, Alexander Korin, Ira Miller, Jacqueline Modiste

                               (late), Laura Nelson, Edward Philips (Hamilton)

                Absent:   William Brack, Brian Fitzgerald, Charles Goodman

 

1.      The first item on the agenda was Eli Hauser, Chair of the Planning Board, to discuss Warrant articles for Fall Town Meeting.

 

2.      Petition Article.  Abandon Johnson Drive for the purpose of relocating the road.  Eli Hauser stated that this was from the building of Route 95 and the same article that was brought up a few years ago but didn’t go through.  The County seeks to abandon Johnson Drive and the town needs to accept.

 

3.      Article.  Rezoning Johnson Drive to permit outdoor advertising.  Article.  Amending the sign by-law regarding permanent free standing sign dimensions.  Would put up billboards.  Town could get rental revenue, $50,000 to $100,000.  Planning Board to have public hearing.

 

4.      There was much discussion on the three articles.

 

5.      Article.  Technical Correction for P.O. Square.  Eli Hauser stated this was a numbering issue and labeling issue.  Changing language.  Article.  Change of Special Permit Granting Authority.  Developmental zoning.  Planning Board feels simpler for developers to get permits than having to go to many boards.

 

6.      The next item on the agenda was Laura Russell, with Citizen Petitions.

 

7.      Laura Russell explained how the mercury in the dental amalgam had affected her and wanted to bring to the town’s attention.

 

8.      Article.  Citizen Petition regarding dental amalgam resolution.  Asking town, Board of Health, and School Department to get involved on voluntary basis.  Safer alternatives to mercury amalgam.

 

9.      Article.  Citizen Petition regarding dental amalgam by-law change.  Informed consent for mercury amalgam by-law.

 

10.  Article.  Citizen Petition regarding dental amalgam insurance.  Cost neutral plan pays same percentage for amalgam or alternate material.

 

11.  There was some discussion on the three articles.  The committee needs to see revised articles.

 

12.  Ira Miller stated there was a new article on potential purchase of land at Rattlesnake Hill.  Meeting Monday, October 15, and have Ben Puritz give an update on the new article.  Need to meet on the 22nd and 29th for final votes.  Additional meetings may be needed.

 

13.  The next meeting will be October 15, 2012.

 

14.  It was MOVED and SECONDED to adjourn.
