Minutes of Meeting 09/0920/02
A meeting of the Sharon Board of Health was called to order at 7:45 P.M. on Monday  evening, September 9, 2002, in the Sharon Town Offices with the following members in attendance: Chairman  Andrew Stead,  Elizabeth Barnett, M.D.,  Jonathan Goldberg, and new Board member Mary Tobin.
                                        
Continuation of Variance Hearing - 112 South Main Street
Brian Cistulli and Lynn Drayzen, owners of the property, were present to request variances to their property.  The house currently has 2 failed cesspools.  Abutters to the property, including Craig Freedlund, were present to obtain additional information regarding the requested variance to reduce the required separation distance from 4 ft. to 3 ft., and whether this variance was being sought for, basically,  economic reasons.  It was explained that this variance request was chiefly for engineering purposes and, according to Jim Andrews, constitutes maximum feasible compliance for the site.
VOTED: (Stead/Barnett) unanimously to approve the variances requested in the letter dated July 23, 2002. In addition, low-flow plumbing fixtures will be required.
                        
Continuation of Variance Hearing – 12 Huntington Avenue 
Dick Hosmer, property owner,  and Mike Jones, Can-Four Corp., were present to request a variance from article 7, Section 7.02.11, construction in fill.  The one acre property has been subdivided and the owner plans to sell the property as 2 lots.  Mike Jones reviewed that drainage issues had been discussed with the Engineering Department and possible solutions had been devised.....primarily due to concerns raised by Mr. Bradley of 153 North Main St. regarding exacerbating existing drainage problems on his property. This would require an easement to Mr. Bradley’s property. According to Mr. Jones, the Engineering Dept. agreed with the proposals; However, no written recommendation from Engineering was available.  Elizabeth Barnett again raised the issue of new construction/construction in fill.  Mr. Jones responded that this house was built in 1940...that the fill was not placed there in an effort to circumvent regulations and is not being placed there at this time ....that the plan otherwise complies with BOH regulations.  It was agreed to continue the hearing to the next meeting. Mr. Jones was asked to present written approval of the drainage solutions from the Engineering Department.

Variance Hearing – 149 Pond Street
Henry Munson, P.E., was present on behalf of the applicant, Alan Shapiro, to request a variance for the property to allow a 2' reduction in groundwater separation with the use of a “JET” Home Aerobic Wastewater System 1500 Series Media Plans Model J-500 (formerly J-353). Jim Andrews recommended approval, noting that this is a new type of alternative system...he would like to see it installed and then monitor how it works. Jonathan Goldberg requested a non-mercury switch be utilized. Elizabeth Barnett asked for some hard data (site-specific) on the efficacy of this new system in actual practice. It was agreed to  continue the hearing to the next meeting when these data should be available. A few additional changes to the plans were requested by Andy Stead.

VOTED: (Barnett/Stead) unanimously to accept the minutes of August 12, 2002, as amended.

Interim Public Health Nurse Description
VOTED: (Barnett/Stead) unanimously to recommend to the Personnel Board the Interim Public Health Nurse Description for review and ranking.
