A regular meeting of the Sharon Board of Health was held on Monday, May 5, 2003, at the Town Office Building. The meeting was called to order at 7:40 p.m. Members present: Andrew Stead, Suzi Peck, and Anne Bingham. Also present was Jim Andrews, Health Agent for Engineering.
The Board discussed proposed changes to Article 7. A redline/strikeout version of the proposed Article 7 regulation changes was reviewed with comments from Jonathan Goldberg.
The Board discussed definitions and plan requirements. Suzi suggested that the regulations be reduced such that they do not duplicate Title 5 (or other regulations). Anne and Andy agreed that the regulations could be less duplicative.
The Board discussed the Article 7 property line and street line setbacks and believed them to be necessary to protect public health in most cases due to the transport mechanisms of disease-causing pathogens. However, under certain circumstances, they could be reduced to Title 5 limits if, in the event of a failure of the septic system, overland flow would not impact public health by flowing toward the street or property line, depth to groundwater is sufficiently deep and soil conditions are appropriate. Suzi will draft wording revisions.
