Board of Health Minutes 03/22/2004

                                        
A  meeting of the Sharon Board of Health was called to order at 7:15 P.M. on Monday evening, March 22, 2004, in the Sharon Town Offices, with the following members in attendance: Chairman Anne Bingham, Vice-Chair Elizabeth Barnett, Jonathan Goldberg, Suzi Peck, and  Sherwin Goodblatt.  Also in attendance was Jim Andrews,  Health Agent for Engineering.

Minutes of meeting
VOTED: (Bingham/Goodblatt) Bingham/Goodblatt, Barnett, and Goldberg voted in the affirmative; Peck abstained...to accept the minutes of the meeting of February 23, 2004, as amended.

VOTED: (Bingham/Goodblatt) Bingham, Goodblatt, Peck, and Goldberg voted in the affirmative....Barnett abstained... to accept the minutes of the meeting of March 8, 2004.

Siegmund Environmental Services
Due to circumstances beyond his control, Hollister Siegmund had to postpone this appointment to a future meeting.       

Proposed Dog Park:  Jonathan Goldberg recused himself from the Board for this discussion, since he is part of a group establishing a dog park. This park is proposed for the old corral between Cedar and Gunhouse Streets to allow dogs to socialize. The Board reviewed an email from Diane Malcolmson seeking support for this project from local boards.  There will be rules posted for owners to pick up after their own dogs.  BOH members discussed disposal of waste. Jonathan Goldberg will research composting options, etc., and will report back to the group.  He noted that all dogs allowed into the dog park will have to be licensed – shots up to date, etc.

Animal Regulations and Massage Regulations.... Elizabeth Barnett stated that Linda Rosen and Linda Callan have completed the information- gathering stage and that she (Elizabeth) and Suzi Peck will be holding a subcommittee meeting to move forward on amending both these regulations.

Tobacco Compliance
Jonathan Goldberg commented on the recent successful tobacco compliance checks conducted by the Board of Health.  He praised Sharon’s tobacco retailers, particularly in contrast to recent media reports of statewide compliance checks where numerous  sales of tobacco products to minors took place.

Hearing: Amendment of Variance - 2l6 North Main Street - Gander Realty Trust
A hearing was held at the owner’s request, to review the Board’s modification of the variance previously issued....to now require testing for BOD, TSS, PH, TKN, Ammonia, and Nitrites.  Keevin Geller, property owner, was present to request further explanation of this amendment.  Board members explained that, since the granting of the initial variance (the first variance granted by this Board), all the other alternative systems in town are required to provide testing results on a quarterly basis.  (DEP requires quarterly testing for the first year of the system and then may reduce such testing requirements, upon request ; however,  this Board does not allow reducing the requirement below four times/year.)  Mr. Geller was also told that the Board will be establishing a fee schedule for monitoring variances with various requirements....he will be notified once a fee has been determined.  Mr. Geller will contact Wastewater Treatment Services, Inc., to discuss the required testing.

Cliff Towner and Greg Meister
Cliff Towner, Chair of the Lake Management Committee, and Greg Meister, Conservation Agent, were present, at Ben Puritz’ suggestion, to inform the Board regarding  groundwater/surface water concerns. Mr. Towner noted that both are extremely low — that the mosquito control program has been trenching out brooks...rain water has not been recharging the aquifers.  He has discussed this concern with Norfolk County Mosquito Control (NCMC) and plans to discuss with the Board of Selectmen shortly....would like to stop NCMC from doing any more trenching/ditches in town. Linda Rosen spoke with Superintendent John Smith, who agreed that parts of the program can be adapted or eliminated, but emphasized that he would like to come out to the town to educate on what NCMC does and help to come up with suggested changes to the program.
