Board of Health Minutes 10/04/2004
A  meeting of the Sharon Board of Health was called to order at 7:15 P.M. on Monday evening, October 4, 2004, in the Sharon Town Offices, with the following members in attendance: Chairman Anne Bingham,
Sherwin Goodblatt, Elizabeth Barnett, M.D., and Suzi Peck.   Also in attendance was Jim Andrews,  Health Agent for Engineering.

Reappointments/chairmanship
It was reported that both Suzi Peck and Elizabeth Barnett were reappointed to the Board for three year terms.
The Board agreed to again discuss the chairmanship in 6 months, with the current chair and vice-chair remaining at least until that time.

Minutes of meeting of September 13th
VOTED: (Bingham/Peck) Bingham, Peck and Barnett voted in favor of approving the minutes of September 13, 2004, as amended.  Goodblatt abstained.

Minutes of meeting of September 27th
VOTED: (Bingham/Peck) unanimously to approve the minutes of the meeting of September 27, 2004, as amended.

Property line dispute - Atlas Road
Board members requested that both parties be asked to bring copies of their deeds to the October 25th meeting for BOH review.  Linda Rosen will check with the Assessors’ office for any pertinent information.

Septic variance Revolving Fund
        Annual Fees
The Board reviewed proposals previously discussed and now determined to have no “across the board” annual fees, but, rather,  to establish “penalty fees”,  for those homeowners not complying with requirements related to their septic systems:
        Penalty fees suggested:
$100 penalty fee for innovative/alternative systems and for other systems requesting variances if the proper paperwork is not submitted within 30 days of monitoring deadline.....or if the BOH otherwise receives documented, reliable  information that the system is being improperly maintained, in accordance with conditions of the Disposal Works Construction Permit.  ? Of using the lien authority of the town for this purpose.

        Application fees for variances needed:
Board members suggested application fees, which should cover the cost of initial review of the request by the Health Agent for Engineering, as well as by the BOH:  single-family home = $100; anything else - $250;    

Sharon Dog Park
Diane Malcolmson, Animal Control Officer, was present in response to the Board’s request to discuss trash removal for the soon-to-be-opened Sharon Dog Park.  Following some discussion, Sandra Shmaryahu of the Dog Park Committee joined the discussion.

Anne Bingham noted that she had seen informal rules on the dogpark website and stated that the BOH may, in the future, incorporate some of these rules in the new pooper scooper regulations.

The request for a separate dumpster for the location had been brought to this board by the Recreation Department. Anne Bingham stated that the promise of a dumpster had been made through the Recreation Advisory Committee without consulting the BOH.  The Board had both budgetary concerns, as well as concerns regarding the aesthetics of a smelly dumpster near neighbors. The Board had concerns about how to access a  dumpster at this location; dumpsters leak; this is a sensitive area. Anne Bingham stated that the Board is disinclined to add another dumpster.  She stated that funds for an additional dumpster are not included in this year’s budget (the municipal dumpsters are included in the “uncontrollables” budget.....within the Board of Health budget).  She noted there are now four trash cans at the dog park...and suggested that members of the committee take those bags, seal them up, and put them in a town dumpster at Deborah Sampson Park. Linda Rosen noted that the Deborah Sampson park dumpster is serviced and budgeted for only through the fall sports season.

Suzi Peck asked that the committee explore a more watertight solution. Sandy Shmaryahu will discuss with Amanda Sloan.  Anne Bingham will contact Dave Clifton to discuss.

Sanitary inspection reports
Sherwin Goodblatt commented on recent inspection reports.  It was agreed to ask Dr. Lapuck to attend the next meeting to discuss sanitary inspections.
