A meeting of the Sharon Board of Health was called to order at 7:45 P.M. on Monday evening, June 13, 2005, in the Sharon Town Offices, with the following members in attendance: Chairman Anne Bingham, Suzi Peck, and Sherwin Goodblatt.
Variance Hearing: 6 Leonard Road
Jim Miller, Miller Engineering, was present along with homeowner Donn Bullens, to request setback variances from Title V and Article 7 in order to replace a failed cesspool with a septic system. This is an existing 3 bedroom home....all bedrooms are upstairs. The BOH reviewed a note from Jim Andrews stating that the plan constitutes maximum feasible compliance. In response to an abutter’s concern, and following a request by Suzi Peck, the system will be placed deeper than previously planned; a polyliner will be used. Anne Bingham noted that a deed restriction will be required limiting the property to 3 bedrooms.
VOTED: (Bingham/Goodblatt) unanimously to approve the variances shown on the plan dated 6/15/00 from Article 7 with the following conditions: a use restriction limiting the property to no more than 3 bedrooms must be filed on the chain of title; low flow toilets and showerheads be installed; recommendation to use low flow washer if/when washer is replaced.
Zoomin’ Groomin’
Jonathan and Angie Lewis, owners of the Sharon franchise of Zoomin’ Groomin’ were present to discuss the Board’s concerns about discharge of wastewater from the dog grooming business. Mr. And Mrs. Lewis estimate they handle 6 dogs/day. They have a 50 gallon tank for wastewater on the van; no more than 50 gallons are accumulated per day. Suzi Peck explained this is not sanitary wastewater and, therefore, may not be added to a residential septic system. Installation of a tight tank was strongly suggested. Mr. And Mrs. Lewis are now discharging into tight tanks of mobile home parks in Mansfield and Foxboro.....at a charge of $25/day or $10/day, depending on the location. A 1000 gallon tank was suggested...which should probably last about 4 weeks before emptying is
required. The Lewises will investigate DEP’s requirements re industrial wastewater holding tanks and will get back to the BOH with their plans.
The meeting was adjourned at 9 PM.
