Minutes of Meeting
November 28, 2005
A meeting of the Sharon Board of Health was called to order at 7:30 P.M., in the Sharon Town Office Building, with the following members in attendance: Anne Bingham, Chair, Elizabeth Barnett, Vice-Chair, Suzi Peck, Sherwin Goodblatt, and Stanley Rosen.
Proposed Articles for May 2006 Annual Town Meeting
VOTED: (Bingham/Goodblatt) Bingham, Goodblatt, Barnett voted in favor; Rosen abstained; to forward proposed articles to Ben Puritz for inclusion in the Warrant for the May 2006 Annual Town Meeting. These articles will place the following under the non-criminal enforcement bylaw: violations of the State Sanitary Code for Housing (Chapter 2) and violations of the State Sanitary Code for Food Establishments (Chapter 10).
Licensing of Temporary Food events; discussion on reduced fees for non-profit organizations.
Discussion took place regarding exactly what type of food events would be covered. Linda Rosen will contact the DPH Food Protection Program to discuss the department’s intent.
Meeting Dates
The Board agreed upon meeting dates for January through June 2006.
Reuven Levi/Philip Spath, P.E.: 3-10-12 P.O. Square
Discussed recent breakout; interim” fix” is now stressed and system is in failure. They propose replacing existing 1000 gallon grease trap with a 2500 gallon grease trap...baffled in the middle...with a Zabel filter. Also additional Zabel filter within existing 8000 gallon septic tank; to excavate out any contaminated soil in both fields..to bring in good Title 5 soils..new leaching fields......put in a pressure dosing system...to alternate small doses into each field. They will have Bioclere evaluate existing system. Suzi Peck noted that, in accordance with DEP regulations, the Hair After will need to put in a tight tank for hair coloring... to follow DEP performance standards. No washing/cleaning/ or chemicals at cleaners. No mercury switches will be allowed. Water usage is 2270 gpd.
Bruce Gorsky and Stephen Rabb...owners of Lot 111..came to discuss/investigate any opportunity to attach to this system and increase capacity to possibly bring in additional businesses. Discussion ensued re history of leasing land to town for municipal lot.
Anne Bingham was concerned about not wanting to slow down replacement of failed system. Suzi Peck noted new construction standards which would be required for any new establishments/use. Dependent on weather, Spath agreed replacement system could be in by March at the latest. Board members indicated there would be time to negotiate if Reuven Levi is interested in doing so. In the meantime, he agreed to continually pump the system as needed. Spath: any increase in flow would require use of standards for new construction, so attaching to system wouldn’t work. Suzi Peck: town does not have authority to require that the 2 parties work together on this.......can only encourage them to discuss the issue. Mr. Levi was approached by Marty Rabb on this issue a few months
back, but was not interested after discussion with Mr. Spath.
Anne Bingham asked that Levi and Spath provide the BOH with a letter with a commitment date of when the replacement system will be installed..... right after start of new year . The BOH will then vote on issuance of the permit.
32 Beach Road - Variance Request
Joanne Craig, homeowner, and David Oberlander, P.E.
Ms. Craig wants to knock down existing 3 bedroom house (900+ sq. ft.)and build a new 3 bedroom house (1400 sq. ft.). To replace existing cesspool with I/A system-Singulair-- with treatment tank and leaching field....Anne Bingham expressed concerns about any possible wetland issues. Notice of intent has not yet been filed with Conservation Commission. Anne Bingham requested maximization of reduction of impact. Discussion re U/V treatment due to proximity to Lake Massapoag; also greater mounding/4' separation depth to groundwater....as safeguards against bacteria. To add property line variance to request.... Teardowns/replacement homes do not constitute new construction. Hearing continued to December 5th at 8 P.M. .BOH inclined to approve with changes noted...new plans to be provided.
21 Beach Road – Variance Request

A replacement 2 bedroom house is proposed. According to owner there are currently 2 bedrooms and an office in existing home; however, assessors’ property record card shows only one bedroom. Owner needs to historically establish number of existing bedrooms before the variance request can be considered. The Board also asked for additional separation to groundwater due to proximity to lake...to be represented in revised plans. Hearing continued to December 5th at 8:10 PM.
Acceptance of donations
VOTED: (Barnett/Peck) Barnett, Peck, and Goodblatt voted in the affirmative; Rosen abstained to accept $672 in donations received for the purpose of defraying the cost of future flu clinics and other health promotions .....and to deposit these funds into our “Health clinics donation account”.
