Minutes of Meeting
A meeting of the Sharon Board of Health was called to order at 7:30 P.M., in the Sharon Town Office Building, with the following members in attendance: Anne Bingham, Chair, Sherwin Goodblatt, and Stanley Rosen. Jim Andrews, Health Agent for Engineering, was also present.
Public Hearing: Reduced fees for annual food service permits for non-profit, non-municipal organizations
Chairman Anne Bingham opened the hearing by stating that the sole change being proposed is to create an additional fee category for annual food service permits for all non-profit, non-municipal organizations effective October 1st 2006. All facilities where food is prepared and/or served to the public....at events (permanent or temporary) which are advertised by any means, regardless of whether or not a fee is charged, must be licensed by the local Board of Health.
VOTED: (Bingham/Goodblatt) unanimously to create an additional fee category as discussed ...and as described above....with a half/price fee of $75/year effective October 1st, 2006....with late fees in accordance with other BOH licenses.
Miscellaneous Issues
Jim Andrews expressed concern that, as he recently learned, equipment used at Starbucks requires constantly running water. The Board will send a letter of concern about this issue, noting that the system is being replaced at considerable expense and stressing the Board’s concerns.
Anne Bingham responded positively to Jim Andrews’ update on Sharon Heights Plaza, i.e., that Mr. Needle plans to be ready within a few weeks to meet with his engineer and with Jim regarding upgrading the septic system .
The issue of the odor complaint regarding Crescent Ridge Dairy was again discussed....along with the suggestion that the odor may be resulting from the wastewater created by the washing of the milk bottles.
The Board will request that Mark Parrish appear at the next meeting to discuss this issue.
The Board agreed to notify the Striar Hebrew Academy at 100 Ames Street that it was in violation of the Consent Agreement by ignoring previously stated deadlines (regarding the septic upgrade).
Request for exemption from massage regulations as physical trainer
Richard Walba was present to discuss his request for exemption from the massage regulations, which the Board had previously denied . Mr. Walba explained that his interest is in working as a physical trainer....not massage, but that, in the course of his practice, he would work on loosening up muscles in clients in order to eliminate tension, but massage would be a very small part of his practice if he works in Sharon. He is investigating working in several area communities and does not currently have a specific plan to work in Sharon. He has not yet received variances from any other towns. Anne Bingham noted that there is a variance option in the regulations currently under consideration by the Board (hearing on February 27); therefore, she suggested keeping the issue open for future discussion. The board members absent from this meeting (Elizabeth Barnett and Suzi Peck) will be notified that the other board members have some sentiment for a variance for this issue under the
new regulations.

Variance for 24 Laurel Road
Dave Oberlander, P.E., BDO Engineering – 24 Laurel Road., was present to request a variance for the property at 24 Laurel Road; existing cesspool; 3 bedrooms; 3bathrooms; propose conventional system — 2 compartment tank - no design flow increase..... approved by Concom.
Board members reviewed language in Title V re “new construction”..and
VOTED: (Bingham/Rosen) unanimously to approve the plans dated January 11, 2006, as revised January 17, 2006, with requirements: deed restriction limiting use of property to 3 bedroom house (copy to BOH once filed); and water conservation devices.
Variance Request - 76 Massapoag Avenue
Claudia Krug, Engineer for WindRiver Environmental, was present to request a variance for a property at 76 Massapoag Avenue. This is a repair for an existing 4 bedroom home...existing cesspool... no change in construction.
Per Anne Bingham, the applicant will need to increase separation to groundwater or, otherwise, put in an I/A system. An abutter was present to note that there are tight constraints re property line. The hearing was continued....applicant to schedule continuation.
