Board of Health Minutes 03/13/2006
                                                
A meeting of the Sharon Board of Health  was called to order on Monday, March 13, 2006, at 7:30  P.M., in the Sharon Town Office Building,  with the following members in attendance: Anne Bingham, Chair, Sherwin Goodblatt, and Suzi Peck.  Jim Andrews, Health Agent for Engineering, was also present.

Well Regulations
VOTED: (Peck/Goodblatt) unanimously to amend the Board of Health well regulations to include the conditions which are generally imposed upon new irrigation wells, including that all irrigation wells are subject to the water restrictions in use in the town.

Tobacco Regulations
VOTED: (Peck/Bingham) unanimously to amend the tobacco regulations to reflect, at a minimum, the same fine structure as in revised state regulations.

Conservation Commission
Members of the Conservation Commission did not appear for their appointment.

Crescent Ridge Dairy
Mark Parrish was present to update the Board regarding the recently signed consent order with DEP regarding a groundwater discharge permit,  and to discuss odor complaints the BOH has received.   He reviewed the system upgrades made on the bottle washing operation. Crescent Ridge has been out of compliance with DEP requirements for some time.  Anne Bingham noted that she visited the facility to see the upgrades and discuss future operations. Mark reviewed that there is a 60 day period...until April 23, 2006...to complete the amended permit application...then it will take months (up to a year) to  bring the permit application into compliance.  Crescent Ridge has added a 5000 gallon settling tank to treat waters from the milk plant/bottle washing; then to charcoal filters and to a polishing tank to be dischargd into the exposed groundwater. The ultimate intention is to divert the discharge to a non-total V soil absorption system...to be discharged underground spreading out through pipes.

Re the odor complaints the BOH has received: Mark Parrish stated he does not believe the odors are emanating from the bottle washing operation. The only odor complaint he has received has been from a neighboring resident from Stoughton ...always following  manure spreading.  

Anne Bingham noted that odors are fairly subjective; she promised to locate an odor complaint form to help objectify these complaints.

Mrs. Lally of 325 Bay Road stated that the odor started about 3 years ago; she suggested it emanates from Larason Farm Road, not Crescent Ridge Dairy. The Board reviewed the history of complaints from a couple of years ago re Larason Farm Road and Crescent Ridge Dairy, as well as the Title V from Larason Farm Road.  There are 3 large systems on Larason Farm Road.  Mr. Lally stated that the odor generally exists between 5-6:30 AM or 4-6PM; if the weather is dry for a couple of days and it is about to rain; also, in warm weather — most of the summer.  Mrs. Lally stated she is concerned about health ramifications from the odor.

A complaint form will be devised and forwarded to the Lallys to try to keep track of the odor and, hopefully, determine what is causing it.

Reduction of testing requests
Suzi Peck will forward a form to the office so that these requests may be addressed.

Minutes of Meeting
VOTED: (Goodblatt/Bingham) unanimously to accept the minutes of the meeting of February 27, 2006.
