Minutes of Meeting

   August 21, 2006

A meeting of the Sharon Board of Health  was called to order on Monday, August 21, 2006, at 7:30 P.M., in the Sharon Town Office Building,  with the following members in attendance: Anne Bingham, Chair, Elizabeth Barnett, Vice-Chair, Stan Rosen, and Jay Schwab.  Jim Andrews, Health Agent for Engineering, was also present.

Variance hearing - 75A Beach Street
This hearing will be continued to a later date (to be announced) at the applicant’s request. Abutters will be re-notified.

Glendale Village 40B plans
The Board received septic design plans for the proposed Glendale Village 40B.  Alice Cheyer urged the Board of Health to comment on the plans as they relate to local regulations prior to the ZBA hearing in October, so that the ZBA can take the local BOH regulations into account before issuing any approval.  

Alice Cheyer will track whether or not the peer reviewer is providing review of septic, and will follow up on list of waivers.  Jim Andrews will review the plans/discuss with Peter O’Cain...and report back to the BOH.  The Board will continue discussion at the next meeting(s).

Article 7 Regulation change
Stan Rosen asked for the rationale for the proposed change, which is :”...All applications  for a shared system shall include a demonstration that individual septic systems in full compliance with both Article 7 and Title V could have been constructed to serve...”.   Anne Bingham stated that the proposed provision was included in Title V, but was eliminated from the most recent/current version of Title V.   Rationale: we are entirely dependent on septic systems/groundwater for our drinking water, etc. A hearing will be scheduled in the near future.

Municipal Trash Contract
Anne will try to work on this before the end of September.

Animal Regulations  
Stan Rosen and Jay Schwab will work on updating these regulations...and report back to the BOH.

Bedroom policy
Linda Rosen will draft a policy for the Board, presuming the assessors’ card to rule, with the ability to overcome, including crosschecking with building inspector/assessor reinspection.

Minutes of Meeting
VOTED: (Bingham/Rosen) unanimously to accept the minutes of the meeting of July 24, 2006.

Lyme Disease
Linda Rosen will invite a representative from the Division of Fisheries and Wildlife to attend the meeting of September 11, 2006, for Dr. Hartman’s discussion with the BOH re lyme disease.

The meeting was adjourned at 8:50 PM.
