A meeting of the Sharon Board of Health was called to order on March 26, 2007, at 7:3 P.M., in the Sharon Town Office Building, with the following members in attendance: Anne Bingham, Chair, Elizabeth Barnett, Vice-Chair, Stanley Rosen, and Jay Schwab.

Lyme Disease
Jay Schwab reported on discussions regarding lyme disease programming; he spoke with Marshall Bradstreet, Director of the Recreation Dept., who was enthusiastic about our providing programs for summer staff and coaches. He also spoke with a nurse from Barnstable area, Rita Mitchell, who will come to schools to make presentations on lyme disease. He will also speak with Judith Chevarley from Region 4A. Also, Dr. Lester Hartman will provide a presentation on lyme disease in Medfield in April, to which the BOH has been invited. Jay Schwab also noted that Sue Soliva of Mass DPH has invited him to join the state Tickborne Advisory Committee. He will also be speaking with someone at the curriculum development office at the school department. Linda Rosen will order materials for distribution.
John Rhoads, Norwood Engineering, re Salvation Army Proposal
John Rhoads, P.E., Wayne Perry of Environmental Partners Group, and Captain Bill Garrett of Salvation Army. Mr. Rhoads stated they intend to go back to ZBA in near future re replacement of 12 cabins.
Plan: Seasonal facilities only: looking at composting toilets (grey water systems) (about 5740 gpd)
Lodge : enhanced nitrogen removal system (Bioclere, FAST, etc.) (about 5380 gpd)
Rest of facility - year round: conventional systems (6900 gpd)
Total year-round flow = 6820 gpd (est.); as high as 18,000 gpd in camp season (not taking any credit for greywater).
Discussed splitting 35 gpd requirement for campers to 20 gpd for cabins and 15 gpd for dining hall.
Wayne Perry has had initial discussions with DEP on this “hybrid” approach. DEP has indicated this would most likely be acceptable, if approved by the BOH.
Anne Bingham: If approve this system...would a use restriction be acceptable? She noted that a consent order would probably be in order. Captain Garrett stated there is currently no intention to increase camp population (currently 315 in season, including 220 campers.) Low flow showers are planned for cabins.
Mr. Rhoads noted that the bylaw amendment will still be requested at the May Town Meeting....in case DEP does not approve this proposal. However, Captain Garrett noted that this plan is much preferred. The Board was in general agreement to this proposal. Salvation Army will return to the BOH after they meet with DEP.
