 Minutes of Meeting
       August 22, 2007

A meeting of the Sharon Board of Health  was called to order on August 22, 2007, at 7:30 PM, in the Sharon Town Office Building, with the following members in attendance: Anne Bingham, Chair, Elizabeth Barnett, Vice-Chair, Jay Schwab, Suzi Peck, and Stan Rosen.  Jim Andrews, Health Agent for Engineering, was also present.

Ken Caputo, David Farazza, and Kelly Killeen of Coler and Colantonio (firm doing environmental work for the Congress Group)  presented an overview of the MEPA filing (expanded ENF) for the proposed Sharon Commons. Also present were Richard Rudman, attorney for Congress Group, as well as Michael Intoccia, developer. Congress Group (CF2LP) is now the owner of most of the property; a small part is still owned by Mr. Gobbi – due to transfer in January 2008. Plans now are for 2 wastewater treatment plants: one for commercial (65000 gallons per day) and , potentially, one for residential (35,000 gpd), with 2 separate applications.  Suzi Peck asked that both applications go in at the same time. Congress Group agreed to submit applications within 30 days of each other. Suzi Peck questioned why the 2 bedroom per unit restriction is not in the MOU. Michael Intoccia responded that the 2 bedroom per unit restriction is definite....and agreed to put this in writing if, in fact, it is missing from the MOU.  Discussion took place on proposed development of the property for commercial vs. residential uses.  

Atty. Rudman explained that Congress Group will develop the commercial; Michael Intoccia would develop the residential (if he chooses....as a LIP with the town).  Traffic engineers included potential traffic from 168 residential units (100 apartments and 68 condominiums). Anne Bingham observed that the impacts on wetlands and rare species are not included for entire proposal (including residential segment).  Ken Caputo responded that MEPA will require a new filing for the residential component.

Ken Caputo stated that environmental constraints caused them to increase the number of small units included in the development.

In response to Anne Bingham’s questioning, a discussion took place about the elevation of the land. Once complete it will have a 2% slope. Tom Houston is providing input to the ZBA at ZBA request  — paid by Intoccia Corp.

A discussion on traffic and traffic lights took place. Suzi Peck expressed concerns about the impact of the five new traffic lights; it was stated that only the light at Shaws’ will be coordinated.  The Congress Group stated that traffic in front of South Main Street will be doubled over a 24 hour period.  Suzi Peck expressed concerns about air pollution.

Comments to MEPA must be submitted by September 7th.  Coler and Colantonio is requesting a single EIR (instead of a draft and final submission).
