Minutes of Meeting

A meeting of the Sharon Board of Health was called to order on December 15, 2008, at 7:30 PM, in the Sharon Town Office Building, with the following members in attendance: Stanley Rosen, Chair, Ed Welch, and Vice-Chair, Jay Schwab. Also present was Jim Andrews, Health Agent for Engineering.     

Minutes of Meeting:
VOTED: (Welch/Rosen) unanimously to accept the minutes of the meeting of November 24, 2008.

Donations:
VOTED: (Schwab/Welch) unanimously to accept donations in the amount of $145 received from residents to be deposited into the Health Clinics Donation Account.  

Questions re draft Animal Regulations   
Ed Little, Animal Inspector, was present for this discussion.   
The Board agreed that the permit fee should be charged for the number of animals approved for the property(Not per animal unit). It was agreed to modify section 13.5 as follows: “...$30 per year which will cover all animals licensed by the Board of Health on this property under this regulation...”

Voted: (Welch/Rosen) unanimously that the fee for initial site inspection (for a new permit) will be $50....(change to be added to section 13.3 of draft regulation.)

It was also agreed to add to Section 13.3 B...the option of notification of abutters in person...with the presentation of signatures of abutters.

Sharon Housing Authority
A request was received from Jane Desberg of the Sharon Housing Authority to reduce the monthly inspections of their Bioclere system to quarterly inspections.  Proof of monthly inspections for the past two years was provided — there have been no problems with the system.
VOTED: (Rosen/Welch) unanimously to notify the Sharon Housing Authority that the request to reduce to quarterly testing has been approved.

Miscellaneous issues
Jim Andrews mentioned that the Sharon Housing Authority has been looking for additional lots for affordable housing.  The town has suggested the use of the two existing existing buildings at the Horizons for Youth property. More information will be forthcoming.

Well issue
Linda Rosen will forward the email received from Anne Bingham to Kevin Weber at DPW Forestry and Grounds to ascertain whether or not the town applies pesticides at the soccer fields at Gavins Pond Road...near the drinking water well.

Stan Rosen noted that the Board had received an email from Anne Bingham stating that she is not seeking reappointment to the Board of Health. At Jay Schwab’s recommendation, the Board members in attendance agreed to include a note in these minutes thanking Anne for her six years of service to the Board of Health.  It was also noted that there had been Selectmen interviews with two new potential appointees....and the Selectmen would be making appointments shortly.

The meeting was adjourned at 8:15 pm.
