MINUTES OF MEETING
SHARON BOARD OF HEALTH
December 14, 2009

A meeting of the Sharon Board of Health was held on Monday December 14, 2009, at 7:30 PM at the Sharon Town Office Building.  In attendance were Stanley Rosen, Chair, Andy Stead, Vice-Chair; Suzi Peck, and Jay Schwab. Also present was Jim Andrews, Health Agent for Engineering.

Stan Rosen provided an update on H1N1 and seasonal flu vaccine...provided  by Sharon Health Department.

Discussion: 104 Glendale Road
Richard Merrikin, P.E., and Ian and Candice Gopen, who are interested in purchasing property from Stephen Cushman. Issue involves a high water table..does not provide appropriate depth to water table.....which would require a variance for new construction.  Mr. Merrikin suggested use of I/A technology to improve the treatment of the effluent. Stan Rosen reviewed minutes of prior discussion (August 31, 2009) ...requirement for “naturally occurring fill” in Article 7.  Suzi Peck: 2 tests required to allow for variances for new construction: equal environmental protection and substantially no economic benefit of the land.  Mr. Merrikin: Cushmans taxed as a buildable lot for years.  Jay Schwab: Mr. Cushman should have done due diligence to check the buildability of the lot.  Suzi Peck explained why the Sharon BOH rules are more stringent than those of state Title 5 , e.g., mainly septic and dependent on groundwater.

Stan Rosen: sense is BOH is not predisposed to grant a variance for new construction.  Board members concurred.  Suzi Peck suggested waterless toilets.  Mr. Merrikin responded that a mounded system would still be required for the greywater.


Continued Variance Hearing–Lot 2-Huntington Avenue
Michael Jacobs had called to request postponement of the hearing to January 4th, 2010.  The Board agreed to close the hearing on 2 Huntington Avenue and to institute a new hearing in fairness to the abutters who attended the hearing of November 30th.  The applicant will be advised that he will have to provide notice to abutters prior to the new hearing of January 4.

Donations account
VOTED: (Rosen/Schwab) unanimously to accept $320 to the Health Department donations account.

Jim Andrews commented that he participated in a satisfactory final inspection with DEP at Wilber School. Jim was very impressed with the installed Amphidrome system...will protect the well.  

Stan Rosen asked about the concept of a forced main for the Middle School..to run the effluent to the high school.  Jim Andrews stated that the School Department is aware that such a proposal would need to come before the BOH.  Stan Rosen noted that he had advised the Superintendent of Schools that such a presentation should take place sooner, rather than later.
