MINUTES OF MEETING
SHARON BOARD OF HEALTH
January 4, 2010
A meeting of the Sharon Board of Health was held on Monday, January 4, 2010, beginning at 7:30 PM at the Sharon Town Office Building. In attendance were Andy Stead, Vice-Chair; Suzi Peck, and Ed Welch. Also present was Jim Andrews, Health Agent for Engineering.
Lot 2 - Huntington Avenue
Jason Youngquist, P.E., Outback Engineering presented a revised plan - variances no longer required.
No mounded system....not to be constructed in fill. Added roof drain infiltrators to address concerns about runoff to abutting property. Andy Stead stated he was not willing to act on issue tonight, since plans just presented to the BOH this evening. Suzi Peck: still asking for variance for reserve area - i.e., to be constructed in fill. Jim Andrews: plan appeared to be in compliance....except top 85" of reserve area = fill. Jim A. stated that it would be treated as a repair if needed to use reserve area. He further stated that, although not specifically written in Article 7 that in the case of construction the reserve area must be fully compliant... that would be the understanding. The Board suggested that a reserve area be configured in another location of the
lot...so that it would not be in fill. In response to abutters’ complaints, Jason Youngquist stated there is no intermittent stream underneath. Ed Welch stated that it sounds as though the manhole or piping on Huntington Avenue is inadequate. Another abutter expressed further concerns about runoff to her property. Jim Andrews stated that he believes the neighbors are seeing just groundwater.....not an underground stream. Andy Stead continued the discussion to the next meeting....revised set of plans to be presented to the BOH in advance of the next meeting. Ed Welch will follow up with DPW to see whether there have been any complaints about the water from the ditch and drainage system (Jim). Discussion to continue January 25th at 7:45 PM.
Little Sprout Academy
Bill Iannucci, Health Agent for Sanitary Inspections and Enforcement, reviewed history of a complaint by the Fire Department of an improperly installed stove....brought to their attention by a smoke alarm. The BOH reviewed previous documents stating there would be no stove, inspection report of Bill Iannucci, violation of the cease and desist letter sent by BOH, etc. Mr. And Mrs. Rabinovitch presented an application for a food service permit.....were told to immediately discontinue the practice of bringing in food product from Allston (a 45 minute drive) since temperatures cannot be properly maintained in that manner. The school has been closed for vacation since the inspection conducted on December 23rd until today (January 4th).
Bill Iannucci reviewed that, from his perspective, it would be better if all foods were controlled within the facility. Jim Andrews felt the septic system would be adequate, but there is no grease trap. Per Fire Chief would need a residential stove hood vented to the outside; and replacement of the smoke detector with a heat detector. Violation of the cease and desist letter stopped December 23rd when Bill Iannucci conducted his inspection.
Bill Iannucci: Only prepackaged food could be served without a Certified Food Service Manager.. He stated there is a complete home-type kitchen on the premises.
The BOH emphasized that no food service could be conducted without a Servsafe requirement. Bill Iannucci suggested that , in the meantime, they be allowed to provide juice or milk; then obtain a proper food service permit with certification within a period of time. The applicant stated they have a friend with a proper, up to date license, whom they could hire for the being. Per Bill Iannucci: Until there is a certified food manager, they can use only canned soups, prepacked cookies, juice, etc...no adding vegetables or anything else, no warming patties, etc. Andy Stead suggested they line up a certified manager ASAP. They will provide the Health Department with a copy of his/her Servsafe certificate. In addition, they will be taking the course and exam to obtain their
own certification...and will provide us with a copy of certification once received. License to be prepared will be specific as to what may be served... Food to be limited to pre-cooked foods....just to be warmed. In addition, they must install the exhaust vent and heat detector per Fire Dept. If menu changes at some point to increased cooking, they may require a grease trap.
FY2011 Fixed and Uncontrollables budget.
The Board reviewed the proposed budge and agreed that it be forwarded to the Selectmen and Finance Committee.
Town Report
It was the sense of the BOH to recommend submission of the Health Department/BOH section for the 2009 Annual Town Report as prepared, with some additional comments.

The Board reviewed the memo provided through the Selectmen’s Office. Jim Andrews stated that it doesn’t look like the system is doing anything...only way to tell is to shut it down..then test it.
Reports would go to Dave Masciarelli Or Peter O’Cain. Andy Stead suggested holding off on comments to Ben Puritz pending receipt of comprehensive December sampling results.
