MINUTES OF MEETING
SHARON BOARD OF HEALTH
May 24, 2010


A meeting of the Sharon Board of Health was held on Monday, May 24, 2010, beginning at 7:30 PM at the Town Office Building. In attendance were Andrew Stead, Chair, Stan Rosen, Vice-Chair, Suzi Peck, and Ed Welch.  Also present was Jim Andrews, Health Agent for Engineering.

Discussion re Food Service Permit - Sharon Community Center
Ben Puritz and Eric Hooper were present for this discussion re the food service permit for the first floor of the Community Center. Andy Stead stated that there must be a Person-in-Charge for the facility in order for a permit to be issued. The majority of functions are catered.  Stan Rosen stated that there should be an overall Food Service Manager to oversee the caterers.  In addition, if the facility elects to allow functions without caterers, a Person in Charge would be required by the facility.


Eric Hooper: proposal that recreation staff, council on aging staff, board of health personnel, and DPW all have Servsafe staff for the Community Center.  Board members stated that BOH is the regulatory authority....it would be a conflict to provide Servsafe staff.  Suzi Peck: the person with Servsafe must have the authority to order repairs, direct personnel, etc...and manage the facility.  BOH and agents do not have such authority. Ed Welch: the “Person in Charge” should ensure that all functions be overseen by a Servsafe-certified person. Stan Rosen: a responsible Servsafe-certified person should provide continuity.  Ben Puritz: Recreation department would provide a Servsafe-certified person for Recreation functions...and for oversight of the facility in general. COA has own Servsafe-certified person for COA-sponsored functions.   Ben Puritz: cannot compel the BOH to have its agent act as P-I-C. Ben Puritz: will provide to BOH plans for P-I-C...  Stan Rosen will work with Ben and Eric on this issue.

Irv Frankel, Shaws’ Plaza, and Steve Nelson, Clearwater Recovery...update on Shaws’ Plaza septic system
Provided excellent results for April and May. Andy Stead stated that, in general, the system looks really good.  Steve Nelson will seek clarification from DEP re requirements for influent testing..and will report to BOH.

Sharon Middle School septic project
Chris Garcia, P.E., was present to provide more data on the proposal.  Ed Welch provided some modifications to the specs. The BOH reviewed conditions to be included with the permit.
VOTED: (Stead/Welch) unanimously to approve the permit for Sharon Middle School with conditions as discussed.

Certificate of Appreciation
The Massachusetts Department of Public Health provided the Sharon Board of Health with a certificate of appreciation for managing immunization clinics during the 2009-2010 H1N2 pandemic response.

Minutes of May 10 th   meeting
VOTED: (Stead/Rosen) unanimously  to approve the minutes of the meeting, as amended.

I/A Testing and Inspection Requirements
Linda Callan was present for this discussion. Andy Stead provided proposed changes to the BOH current requirements....to standardize all single family homes into a standard inspection/testing pattern...bringing the policy in line with DEP requirements.
VOTED: (Stead/Rosen) unanimously to approve the policy guidance as written for single family homes for inspection and testing requirements.
It was further agreed to schedule a hearing for June 21st to discuss revising Article 7 to reflect this policy.
BOH staff will notify all I/A system owners and testing companies of this hearing.

Suzi Peck and Linda Callan will  review systems available for monitoring testing and inspection and/or will create a new tracking system of our own.

Stan Rosen left the meeting at this point.

Article 12...Non-Criminal Violation
VOTED: (Peck/Stead) unanimously to replace Jack Lapuck’s name with that of Bill Iannucci....as a designee to issue tickets for non-criminal violation to Article 12 of the BOH Regulations (State Sanitary Code Chapter 10).

Medical Waste Brochure
VOTED: (Peck/Welch) unanimously to approve the medical waste brochure for printing, as amended.

Bathing beach regulations
Linda Rosen reported on her conversation with the Bathing Beach Program Coordinator of the Bureau of Environmental Health: that it is not the intention of the regulation to license the small strips of beach around Lake Massapoag...all are considered private beaches.
