The regular meeting of the Board of Selectmen was held at 7:30 P.M. in the Sharon Town Offices with Chair Allen M. Garf, Selectmen Norman Katz and Walter Joe Roach and Town Administrator Benjamin E. Puritz.
The meeting was called to order at 7:35 P.M.
Minutes
VOTED: (Katz/Roach) Voted unanimously to approve the Minutes of February 25, 2003 including Executive Session.
Structure Fire - 11 King Philip - Chief Mann
Chief Mann was present to discuss an incident with a pipe bomb on Massapoag Avenue. One car was damaged in the incident and investigation is ongoing. Chief Mann also reported on a structure fire at 11 King Philip Road and a fire in Stoughton that Sharon firefighters responded to.
Shoveling Hydrants
Chief Mann directed a plea to all residents with hydrants in front of their residence to please shovel the hydrants so that they will be available in case of a fire emergency. He reported how he had to spend time and energy shoveling out a hydrant at King Philip Road.
Water Management Advisory Committee
The Board interviewed John A. Sulik and Paul Lauenstein for membership on the Water Management Advisory Committee.
Historical Commission
The Board interviewed Marie Cuneo for a position on the Historical Commission. The Board broke with policy to vote on this appointment this evening.
VOTED: (Katz/Roach) Voted unanimously to appoint Marie Cuneo to the Historical Commission, appointment to expire: September, 2005.
Traffic Rules and Orders - Eric R. Hooper, Superintendent of Public Works
Mr. Hooper was present to discuss his Memo of February 27, 2003, in which he states:
According to the agreement between the Commonwealth of Massachusetts Highway Department and the Town of Sharon regarding signage related to the North/South Main Street reconstruction project, the following amendments to the Town of Sharon Traffic Rules and Orders must be voted by the Sharon Board of Selectmen.

Snow & Ice Update
Eric R. Hooper, Superintendent of Public Works to discuss an overrun of $81,603.34 from the Snow and Ice Budget. Overtime in the amount of $125,565.19 has been spent for snow and ice related efforts. The total overtime budget has been exceeded by $40,904.83 for FY’03.
Approve Agreement with Dispatchers
Town Administrator Puritz reviewed the changes to the Agreement between the Town of Sharon and Massachusetts Coalition of Police AFL-CIO (Dispatchers) for the period July 1, 2002 - June 30, 2005. There is a 3% wage adjustment for the first year of the contract with a reopener for the second and third years. Other items include change in the uniform allowance for part-time employees, change in language for education benefits, and change in eyeglasses reimbursement.
VOTED: (Katz/Roach) Voted unanimously to approve the Agreement between the Town of Sharon and Massachusetts Coalition of Police AFL-CIO (Dispatchers) for the period July 1, 2002 - June 30, 2005.
Salamander Safe Passage
The Board reviewed a letter from Moose Hill Wildlife Sanctuary Director Christine Turnbull, requesting permission to again close Moose Hill Street from the intersection of Moose Hill Parkway to Route 27 to allow the Yellow Spotted Salamander safe passage.
VOTED: (Katz/Roach) Voted unanimously to authorize closure of Moose Hill Street between the intersection at Moose Hill Parkway to Route 27 (up to three (3) times as specified in the letter from Ms. Turnbull to allow for the safe crossing of any and all salamanders between late February and early April and to “let them cross.”
Request for Banner - Sharon Education Foundation
VOTED: (Katz/Roach) Voted unanimously to approve a banner for the Sharon Education Foundation for the dates of April 28, 2003 - May 5, 2003.
Retention Basins
Selectman Roach discussed his review of the problems with the retention basis area off Salamander Way. Selectman Roach will ask that the Planning Board look at fencing for retention areas as part of the subdivision approval process.
Letter in Advocate - Cliff Towner
The Board spoke out against a letter by Chairman of the Lake Management Committee Cliff Towner as published in the Sharon Advocate. The Board challenged Mr. Towner to come to its next meeting and defend certain accusations made, including fraud regarding the proposed high-pressure service district.
Executive Session
VOTED: (Roach/Garf) Voted unanimously to enter into Executive Session for the purpose of discussing matters of Collective Bargaining and Pending Litigation, and at the conclusion thereof, to adjourn for the evening.
The Board entered into Executive Session at 8:45 P.M.
