BOARD OF SELECTMEN MEETING
Tuesday, October 13, 2009
7:00 p.m.
The meeting of the Board of Selectmen was held at 7:00 pm in the Sharon Town Hall with Chairman William Heitin, Selectman Walter “Joe” Roach and Selectman Richard A. Powell and Town Administrator Benjamin E. Puritz
The meeting was called to order at 7:06 p.m.
Chairman Heitin explained that this is the beginning of the FY 2011 departmental budget presentations.
FY 2011 BUDGET REVIEW: PAUL BERGERON, VETERAN’S AGENT
Veteran’s Agent Paul Bergeron said that he would like to be considered for reappointment. He also said that this year the Veteran’s Day program will be in the evening at the American Legion Hall. There program is titled, “Salute to Veterans.”
He said he is responsible for three budgets:
1 – Veteran’s Agent Budget - Provides assistance and advice for veterans and their families in many ways including assisting them in receiving federal and state funds. He is requesting an increase in this budget of $1481.00.
2 – Veteran’s Graves – The Commonwealth directs that each Veteran’s grave has a flower and flag placed on it. He is requesting an increase in this budget of $126.00
3 – Community Celebrations – There was discussion about increasing attendance at the Memorial Day celebration and the Veteran’s Day celebration. Peter Bickoff, a veteran in attendance, said that the average age of members of the Sharon VFW is 77 year old. He said it is very difficult to get the younger veterans involved.
FY 2011 BUDGET REVIEW: charlie healey, sealer of weights and measures
Mr. Healey said that he checks stores that have three or more scanners. He checks 100 items and if there are more than two errors then it is considered problematic. He also checks gas stations. He said since the price of gas has decreased there have been many less complaints. He said he may start checking scales at jewelry stores since gold has become so expensive.
Chairman Heitin said the budget is $4,400 with salaries accounting for $3,800.
FY 2011 BUDGET REVIEW: TOWN REPORT BUDGET
Town Administrator Puritz said that the Town Report budget range is $12,708 for the high budget and $12,103 for the low budget.
FY 2011 BUDGET REVIEW: LAW BUDGET
Town Administrator Puritz said that this budget provides for Town Counsel services and Labor Counsel services. He said the Town Counsel is paid $120 per hour and Labor Counsel is paid $165 per hour. He said that the base budget is $126,590 and the +5% budget is $132,920 Chairman Heitin said that the legal fees for the major projects were paid for by the developers as this was negotiated early on.
SIGNING OF THE NOVEMBER 9, 2009 TOWN MEETING WARRANT
Chairman Heitin reviewed the 17 articles that are on the Warrant.
VOTED: (Roach/Powell) Voted unanimously to sign the Warrant of November 9, 2009 for the Special Town Meeting as written.
CONTRACT RECOMMENDATION EMERGENCY RESPONSE PLAN
This Emergency Response Plan is associated with the water department. This was a bid process with the winner being Amory Engineering PC for not more than $10,000.
VOTED: (Roach/Powell) Voted unanimously to award the contract for the Emergency Response Plan to Amory Engineering PC for not more than $10,000.
CONTRACT RECOMMENDATION FOR REPLACEMENT OF MASSAPOAGE AVENUE AC WATERMAIN
This is a replacement of water lines that have been deteriorating on Massapoag Avenue. This is a two phase project with $46,500 for the initial design phase. This will encompass the area from the Community Center to Thorny Lea Road.
VOTED: (Roach/Heitin) Voted unanimously to award the contract to Amory Engineering PC for $46,500 for engineering design for water line on Massapoag Avenue.
APPROVAL OF BANNER REQUEST
VOTED: (Roach/Powell) Voted unanimously to approve the banner request of the First Congregational Church – November 27-December 7, 2009 (1st position)
LIONS CLUB WHITE CANE DAY
The Lions Club would like to have their White Cane fundraiser on Saturday October 17, 2009 from 9am – 1p in Post Office Square. The Selectmen asked that if they haven’t been that the police are notified.
VOTED: (Roach/Powell) Voted unanimously to approve the Lions Club White Day on October 17, 2009 from 9am – 1pm in Post Office Square.
VOTED: (Roach/Powell) Voted unanimously to enter into Executive Session to discuss collective bargaining and real property and at the end thereof to adjourn for the evening.
