Minutes:  The minutes of 9/10/02 were submitted for review.

Cottage Street Elementary School (Heery, Strekalovsky & Hoit)
Construction and Budget Status - Mr. Tom Feeney gave an overview of the Cottage Street project - The project is progressing well, the new construction area is moving quickly.  The contractor has a large crew on site to do finish work.  The septic system is approved and covered over. There is still an issue with the storm drainage water infiltration.  There is a roof leader that is going into the sump pump that is draining directly into the system.  The town had to pump twice - which is approximately $2500.  The estimated cost of the remedy of this could be approximately $10,000.  Member Clay asked if this could have been identified prior to construction.  The architect stated that this was not shown of the existing plans of the school.  There has only been one area of concern that has been identified at this point.  Die and camera testing will be performed by GGD to determine any additional areas of infiltration.  The pump system is working well and has been inspected by the town authorities.  The granite curbing is being installed for the parking lot.  Member Croteau commented that he was pleased with the Construction Activity Summary Report.  The site work is progressing well, it is hopeful that grass seeding can take place in some areas.  There are still some sinks that need to be installed.  This is important to the school principal.  Drinking water is supplied by portable coolers.  The contractor is looking to do some second shift work to run the heating system.     
The committee reviewed the change order proposal log and the project budget.  
Potential Change Orders (Execute CO #3)  - The architect will have change order #3 and Change Order #4 – to present at the next meeting.
FF&E and Technology purchasing status – no new items were presented at this meeting
Decisions to be made:  
The movers will be on site Oct. 1st to review the February move.  Heery is coordinating this and is soliciting prices for this move.
East Elementary School (Heery, Strekalovsky and Hoit)
Construction and Budget Status - Mr. Peter Collins gave an overview of the construction progress at the East Elementary School.  Neighborhood concerns have been addressed.  Parent/student drop off and pick-up areas have been revised.  The septic system is one of the first areas to be worked on in this project.     
Building Permit Status  - the Building Inspector and Fire Chief will be on site Thursday to review the egress plans.  The permit has been applied for and should be issued after the site visit.
FF&E and Technology purchasing status - Signet is the apparent low bidder at $119,360.  A purchase order will be presented at the next meeting.
MEP Comments: A draft response has been sent to the architect and will be forwarded to the committee for review prior to the next meeting.
Middle School project design (Kaestle Boos)
Design Status and Issues - A letter from the SBA to the School Administration regarding submission was reviewed - Member Lurie asked if this needs to be clarified with the SBA.   Member Gilligan asked if we could meet the SBA deadline of December 1st.  There was discussion regarding the revision of the Educational Specification.  This must be done if the project if going to Town Meeting.  The Chairman of the SSBC was invited to present this information on October 9th at the School Committee meeting.. Acting Chair Quirk asked when this information could be finalized so that it could be presented to the School Committee.  Everything should be ready for the October 23rd meeting of the School Committee. A decision should be made regarding the optimum time to go to bid. The committee assumed a 2005 start and a 2008 completion for informational purposes.  
Project Budget – The budget has received the first pass review by Heery and KBA  - the Daedalus report has been reviewed by the architect and Heery.  Heery will issue a report to the Committee on 9/30/02.  The committee reviewed the Heery proposed budget.  There was discussion regarding the project contingency.   
Board of Health, Conservation Commission - Mr. Peter Collins gave a report of the meeting of the Board of Health Meeting - The Board of Health wants to know what the impact of installing a separate septic system at the Middle School and not connect to the high school treatment plant.   The soils at the Middle school are not good quality for septic system work.  The program is still moving forward to giving the Board of Health their answers.   
Public Utilities - Summary of communications with NSTAR; Bay State Gas; Verizon; AT&T. – No action was taken on this item.
Partial Construction Repairs (Don Gilligan) - Member Donald Gilligan gave an overview of a situation with air quality issues at the Middle School.   
Decisions to be made  -
The status of the proposal to be submitted from KBA for repairs at the middle school that was requested from Member Gilligan.
Other Business
Wilber Municipal Building – There have been approximately 45 request for the proposal for designer services at the Wilber School Building.  A walkthrough is scheduled for October 1st at 2:00pm.
Renovations to Existing Police Station - The committee reviewed the request from the Town to review the renovations at the Police Station.  The members discussed this request and recommended that the Chair speak with the Town Engineer to further review the scope of work of this project.

The next meeting is scheduled for October 8, 2002 at 6:30pm. The meeting adjourned at 9:45pm.
