Cottage - DF Pray - Final approval by Gordon Gladstone (Belton/Croteau - Gilligan opposed 6-0-1) The construction manager and architect recommended holding this invoice until the next meeting based on the inclusion of some work that was not completed in a satisfactory manner. The committee voted to withdraw this invoice until further clarification from the architect and construction manager.

Cottage Street School: - Mr. Tom Feeney gave an overview of progress at the Cottage Street School. There was a meeting that was held on Friday, August 8th, with Mr. Jeff Yost, Joe Maggiore, Tony Pruner, Peter Collins, Tom Feeney, Bill Baker and Ron Laprise. As a result of this meeting a Project Completion checklist was developed between all the parties present. Mr. Pruner stated that the movers would be moving in as the contractors are moving out. Mr. Jeff Yost stated that the work at the front stairs is inferior work and felt that this work should be rejected. Mr. Yost stated that with the late finish from DF Pray it would be almost impossible to perform their inspections that are necessary to issue the affidavits. He assured the Committee that the Office of
Strekalovsky and Hoit would do everything possible to assist with the process. Member Croteau questioned the need to present a new life safety and egress plan to the town officials. They must approve any changes to the present submitted plan. Chairman Wolk asked if we would be able to occupy the building as planned. Compilation of the punch list has begun and there are numerous issues that have been identified by GGD. The eight classrooms are completed and are ready to be occupied. The school will be moving into these eight classrooms this year. The kitchen equipment is on site and approximately 50% complete. The Committee will get an update from Heery at the next meeting on August 19th and advise the Committee if the building would be ready for the school opening. Chairman Wolk asked Mr. Wertz if the school administration would be able to delay the school opening by one week. Mr. Wertz stated that he has had conversations
with Superintendent Jackson and they are not able to delay the school opening. Chairman Wolk stated that he would speak with Dr. Jackson on August 13th. The Committee asked what critical items would be delayed - Mr. Feeney stated that the Fire Alarm system is not completed. Mr. Maggiore stated that the contractor could work up until the September 2nd. The liquidated damages are $1600 per day. The fire alarm system is currently running and could be maintained until the new system is completed. The building inspector will be on site this week to review the building. There was discussion regarding the need to allow the contractor to access the site when school is in session. The Chairman asked the architect if there are any outstanding issues that the contractor is looking to receive answers. Mr. Yost stated that all the RFI’s have been answered.
The Committee requested that the Completion Check-List dated 8/8/03 be submitted for the record – the items in bold must be successfully completed in order to receive an occupancy permit.

East Elementary School - Mr. Peter Collins gave on overview of the project at the East Elementary School. He stated that there is a lot of work still necessary to be completed prior to school opening. Mr. Collins informed the Committee that the contractor has no margin to slip on any items at this school. Mr. Collins stated that August 23rd is the date of substantial completion at East and he feels that the contractor will not be able to meet that date. The list that was distributed was compiled as result of a joint meeting with DF Pray, Strekalovsky & Hoit and Heery. Liquidated damages are $900 per day. There was discussion regarding the installation of the gym floor. There is a possibility of potential damage from using this area as a storage and food preparation area. This
flooring material is owned and is presently stored off site. The Committee discussed the preparation of the concrete floor for use by the school department. The floor needs to be able to be swept and damp mopped. It was the consensus of the Committee to present this gym floor plan to the Superintendent of Schools. The Committee discussed the installation of the flooring material in the hallway and in the classrooms. Mr. Yost stated that he has sent a letter to the contractor stating that they need to install a waterproof material. Chairman Wolk asked if it would be of benefit if the school opening were delayed one week. Mr. Collins stated that this would be beneficial so that the inspections could be completed and the school administration could ready the school. The Chairman asked if the Committee authorized overtime for acceleration if this would this resolve the problem. School Committee member Gilligan stated that he
feels that the roof and the flooring are critical. Member Croteau stated he would like to pay for storage boxes rather than pay the contractor for work that they were supposed to complete on time. Member Gilligan asked if the SSBC could pay for the roof materials so that we could have them delivered earlier. Mr. Pruner recommended to the Chairman that he should contact Superintendent Jackson and inform her that the school would not be ready and that school opening should be delayed. The Committee asked Heery to speak with Pray about acceleration payments for the subcontractors. The cost of this would be in excess of $25,000.
MOTION: To allow Heery to work with DF Pray to authorize overtime for subcontractors to accelerate their work between August 13th and Tuesday, August 19th. The amount at Cottage is not to exceed $10,000.00. The amount at East is not to exceed $20,000. The architect and Heery will coordinate which subcontractors would produce beneficial results for occupancy. The terms and conditions of the original contract remain in place.
