 Cottage Street Elementary School        
Completion Status - Mr. Tom Feeney gave an overview of the status of the closeout at the Cottage Street School. The first of the closeout meeting took place in the office of Strekalovsky and Hoit.  Mr. Feeney stated that DF Pray has not been manning the job. Heery published a partial list of incomplete and unacceptable items to the committee. This list contained 189 items many of these items are also included in the Strekalovsky and Hoit punch list.  Mr. Joseph Maggiore, Strekalovsky and Hoit read into the record a letter that was prepared by his firm regarding Substantial Completion Status. (attached)  This letter is considered the 30-day notice to DF Pray to complete the project for substantial completion.  This building is being occupied under a 30- day temporary certificate of occupancy that expires in two weeks.  The staff at both the Cottage Street School and the Town's Engineering Department is compiling a list of items that will be included in the monetized punch list that will be issued on 9/30/03 with a completion date of October 31, 2003.
Punchlist and Closeout Procedure - A meeting was held on August 15, 2003 at the office of Strekalovsky and Hoit.
Cost Status - The administrative assistant gave the financial report to the committee.
Report of Change Order Subcommittee - Change Order # 6 - information is being gathered and a narrative will be issued to the subcommittee for action at the next meeting.
FF&E and Technology Purchase Orders - Four purchase orders were presented for approval. The technology budget nearly complete.  It is within $200 of the final budget amount.

East Elementary School
Schedule Status - Mr. Collins gave an overview of the status of construction at the East Elementary School.  Building sections D & E can be occupied but they are not complete.  Phases I and IA were supposed to be completed by August 23rd.  The contractor has not given notice of substantial completion.  There is a major problem with the roofing contractor.  The quality of the roof installation is very poor.  The roof has been leaking every time it rains and has caused damage to the equipment in the gym as well as the interior partitions and ceiling.  Mr. Wertz expressed his concern over areas that may now be wet and cause a problem with mold. Mr. Collins stated that he feels that the completion of the next phase will not be met.  The 90- day temporary occupancy was discussed.  It was the opinion of the architect and the construction manager that this temporary occupancy permit would not be extended. Mr. Joseph Maggiore, Strekalovsky and Hoit read into the record a letter that was prepared by his firm regarding Substantial Completion Status. (attached)  This letter is considered the 30-day notice to DF Pray to complete the project for substantial completion. There have been meetings with the roofing contractor to discuss future work and the architect expressed concern with performing any additional work because all the work that has been performed to date has been leaking. Mr. Joe Maggiore stated that he has grave concerns that the D & E will achieve substantial completion by November 11th due to the roofing contractor. Mr. Ken Wertz asked about the status of the heating equipment. Testing of the heating system is expected this week. Committee Member Benjamin has spoken with members of the community about their experiences with the construction.  The chairman read a letter from Dr. Jackson requesting that the tack boards that are specified in the contract documents be deleted and replaced with glass enclosed viewing cabinets.  A proposal request will be issued to get the value of this item.  The contractor will be asked not to order any additional corridor tack boards.  The chairman read a letter from Dr. Jackson asking about the controls of site lighting in the interior and exterior of the schools.  The site lighting is designed per contract drawings.  Mr. Wertz stated that his office has received calls from the neighbors complaining about the lights.  Mr. Wertz will research the cost of the shields for the lights at both sites.    

The committee was polled to go into executive session for the purpose of discussing potential litigation.
