Members Present:  Deb Benjamin, Gordon Gladstone, Greg Waugh, Joel Wolk, Bill Croteau, Rich Slater, Colleen Tuck

 

Members Absent: Fred Clay, Richard Goldstein, Don Gilligan

 

Guests present - Alice Cheyer - resident, Rick Rice - Designer Selection Committee

 

The members were polled to go into executive session to discuss the litigation with the East Elementary School Project.  The following members voted in the affirmative and will come out to open session to complete the meeting:   Deb Benjamin, Gordon Gladstone, Greg Waugh, Joel Wolk, Bill Croteau, Rich Slater, Colleen Tuck

 

East Elementary School:

 

MOTION:       To approve the settlement agreement reached in mediation with DF Pray on East Elementary School project for the final project amount of $ 10,075,000.00.  (Wolk/ Waugh- unanimous)

 

 

 

 

MOTION:       To approve requisition # 29 for the amount $1,450,494.00 based when the following items have been completed: architects certification and notarized by the General Contractor. (Wolk/Benjamin - unanimous)

 

MOTION:       To allow the chairman or vice chairman execute the final change order bringing the final contract value of $ 1,075,000.00 (Wolk/Benjamin - unanimous)

 

 

Discussion regarding the turn-over of the completed project - The town will ask Town Counsel to give an opinion regarding the turn-over of the project. 

 

Community Center Project -

Mr. Rick Rice was in attendance to discuss the qualifications of BH +A to continue on with the design of the Community Center Project.   There was discussion regarding the completion of the project for the November Town Meeting.  Member Tuck asked Mr. Rice why he was so impressed with the performance of BH +A with this project.  Member Wolk stated that he feels that we should not go forward with this project without representatives from the proponents.  Member Wolk stated that he would like to go out for an RFQ - he sited a previous case.  Mr. Rice asked what the committee what they want to achieve with hiring a new architect.  Member Croteau stated that he feels that the opinion of the previous proponents is important and if they are pleased then he feels that he supports their decision to go forward with this architect.  Member Waugh stated that he supports the opinion of Member Croteau.  Chairman Gladstone asked if we are putting process before practicality.  Member Tuck asked if we would be doing something different than what was previously done.  Member Benjamin stated that she feels that this project will be supported with the Town.  She asked how long the Town can wait until this project is completed. 

Resident Alice Cheyer stated that she feels that she doesn't want the committee to rush with the design.  She stated that she has reviewed the plans and would like the Town to look into using the lower level of Town Hall for storage of the "dusty, dirty files" of different town departments.  Member Waugh asked what about the percentage of architects who completed the study that went onto complete design.  Rick Rice said it was quite often that the study architect continues on with the process. 

 

Middle School Project

The committee discussed the middle school roof bids

 

MOTION:       To confirm the low bid of Rockwell Roof Contractors in the amount of $57,000.00 (Wolk/ Benjamin - unanimous)

 

MOTION:       To execute the contract for Frazier Engineering in the amount of $ 2,583,417.00(Wolk/Benjamin - unanimous)

 

 

The meeting adjourned at 9:00pm.
