Water Management Advisory Committee MEETING Minutes

Members present:  Fred Clay, Bob McGregor, Jen Bell, Roger Thibeault, Ken Olken, Eric Hooper, and David Mark

Eric Hooper gave a report on the status of the Existing Capacity Study solicitation.  Eric stated that MA DEP will not allow exceedance of 1.0 MGD per well, regardless of capacity.  Proposals were received from GZA, Horsely & Witten,  Woodard & Curran, and Metcalf & Eddy.

GZA’s proposal was eliminated since they took the “drill first, ask later”  approach.
H&W’s proposal was eliminated since their proposed scope of work was incomplete.
W&C’s proposal demonstrated the greatest understanding of the requested scope, but was expensive at $60K.
M&E’s proposal was complete and lower than W&C at $36K but basically just recited the RFP and didn’t demonstrate independent thought.

Currently, GZA is performing the Well#6 study for about $30K while M&E is performing the demand analysis for another $30K.

There was some discussion of which should study should come next, the Existing Capacity Study or the New Source Alternative Study.

After this discussion, WMAC heard presentations from W&C, M&E,  and H&W on the New Source Alternative Study.

After the presentations, a voice poll was taken of WMAC members concerning which firm’s approach impressed them the most.

Bob and Jen liked H&W’s focus on system optimization the best.  Eric, Fred and Dave felt that W&C was the right firm to perform the New Source Alternative Study.

The general consensus was that system upgrades should be deferred for now given all of the budget override issues.
