SHARON WATER MANAGEMENT ADVISORY COMMITTEE (WMAC)
MEETING MINUTES FOR 12/19/02

The agenda consisted of a discussion of the status of various initiatives including hydraulic modeling (particularly in regard to the proposed storage tank/high service area), water system improvement projects, irrigation wells, and coliform/nitrate levels in wells.

HYDRAULIC MODELING UPDATE – Paul Millett of Metcalf & Eddy (M&E) gave an update on the ongoing hydrant flow testing program being conducted to recalibrate the water system hydraulic model. Paul provided four handouts to WMAC:  a table summarizing the results of flow testing through 12/19/02; an 11/25/02 memo titled, “Assessment of Booster Pump Station”, a 12/18/02 memo titled, “Sharon, MA – AC Pipe Replacement”, and a 12/19/02 memo titled, “Status Update on Hydraulic Model and High-Pressure Service Analysis”. The flow testing was accomplished by placing pressure gauges on hydrants and indicated that there are discrepancies in the current hydraulic model; the current model appears to be underestimating flows.  The next steps for M&E are to perform measure pressure drop for one-dimensional flow, determine c-values and adjust the hydraulic model.  M&E will use the hydrant flow data to recommend the need for and optimum location of a water storage tank.  M&E will have completed a draft report with cost estimates in late December 2002.  At WMAC’s and DPW’s request, M&E will evaluate adding booster pumps without a storage tank to see if adequate system pressure can be met for fire protection and peak demand.  At this point, no detailed evaluation has been performed of impacts of the proposed 240-dwelling Section 40B development on the water system.  Eric mentioned that he is planning to go before the Board of Selectmen in January and therefore, needs cost estimates for the High and Low service areas by the end of December.
ACTIONS: M&E will submit technical memorandum on booster pumps without a storage tank within 1 week.  M&E will get draft report on system testing and storage recommendations to DPW by late December 2002.

WATER SYSTEM IMPROVEMENTS – Eric Hooper discussed DPW’s plans for system-wide capital improvements, including the following:

-interconnection of Moose Hill and Hampton Road tanks;
-replacement of water mains on North Main Street and Depot Street;
-improvements to distribution system on South Walpole Street and Walpole Street/Old Post Road.

Eric stated that there is currently $2.2 million in the water Reserve fund, that the Water Department, generates $2 million annually, and that he has proposed a budget of $2.8 million for next year.
ACTION: WMAC wants to see the breakdown of the Water Department’s proposed capital improvement plan.  Eric agreed to send the proposed budget and capital improvement plan to WMAC prior to the next meeting so that WMAC can make recommendations.
