1. Minutes of the March 15, 2007 meeting were approved.
2. The Sharon Energy Conservation Committee attended the WMAC meeting to
hear a joint presentation by the Brickstone Project Team. George Aronson
introduced the ECC members and provided an overview of the ECC's advisory role to the
selectmen in quantifying the energy consumption in town public buildings,
comparing those figures to other towns, and recommending ways to reduce energy
consumption.
3. The developers for the proposed Sharon Hills community atop Rattlesnake
Hill made a detailed presentation on the project and answered many questions
from the WMAC and ECC. Marty Spagat and John Kusmersky were the chief spokesmen
for the project, also known as "Brickstone". Details of the overall project
have been delineated in proposal documents which are available to the public
at the Town Hall so they will not be repeated in our minutes.
Key points of interest to the WMAC relating to town water include the
construction of the High Pressure Service District (estimated $6 million investment)
and the possibility of directing the roof rainwater runoff to the Massapoag
basin (estimated 12 million gallons per year).
WMAC discussed whether the creation of the HPSD can improve the
town's ISO rating, which could in turn help to lower property insurance rates
throughout the town. This could be another important financial contribution, in
addition to the capital for the HPSD system.
Other issues discussed included the 100K gallon per day system for wastewater
treatment from the Brickstone complex and the question of which basin the
water would be returned to after treatment.
3. In discussion after the presentation, Paul Lauenstein and Dave Hearne
agreed to draft a WMAC position statment for the selectmen on Brickstone. The
WMAC will meet again on Thursday, April 19th, to review and approve the statement.
The issues mentioned in Item 2 above will be covered as well as any other
considerations that potentially lead to a "water neutral" solution for the town.
4. The WMAC voted to repeat the summer lawn watering restrictions effective
May 1st, namely 2 hours of watering in the evening per household on 2 separate
days each week. Eric Hooper will send a formal request to the selectmen
for approval and send notices out to all town residents subsequently.
There was debate about switching the time of watering to the morning, but
more deliberation and notice should be given to the town before attempting to
implement this change to the timing schedule.
5. The WMAC approved increasing the maximum busines rate for water useage to
$5.50 per 1000 gallons. Eric Hooper will submit this recommendation to the
selectmen for approval.
6. Next meeting is on Thursday, April 19th, at 7:30pm at the Town Hall.
