Draft:  WMAC Meeting Minutes June 29, 2010

Attendees:  David Crosby, Chair; Anne Carney, Paul Lauenstein, Bob Weeks

The meeting was called to order at 7:33 PM

 

0.        Minutes will be approved at the next meeting

1.       Dave recommended that the committee review the projects in the order presented in the project summary table.  The committee reviewed item #1, a project that had been rated at the previous meeting in terms of its total proposed cost of $795,000.  Eric noted that the cost to abandon water mains is very high. 

 

Dave said the committee will use the same criteria and weighting that was adopted at the previous meeting for all projects.  Eric will maintain the spreadsheet containing the various category scores and the final weighted scores.  The weighted scores are for the Consequences of Failure component.

 

Item #2 – water main for South Main Street Area (6,610 feet of pipe @ $1,205,000) Eric said he would not be anxious to do this right away since it was recently paved.   The pipes are old but Eric pointed out that just because they were old didn’t necessarily mean they were in need of repair. 

 Weighted scores: Probability of Failure 3; Consequence of Failure 2.5

 

Item #3 – water main for Norwood Street (2.050 feet @ $380,000) and abandon water main in Maskwonicut and Norwood (4,000 feet @ $200,000) Maskwonicut to Upland area

Weighted scores: Probability of Failure 2; Consequences of Failure 1.2

 

Item #4 – water main for Massapoag Avenue Area (5,500 feet @ $1,020,000) and abandon water main in Massapoag Ave (1,400 feet @ $70,000) Massapoag along the lake area

Weighted scores: Probability of Failure 2.5; Consequences of Failure 1.4               

 

Item #5 – water main for East Street area (7,400 feet @ @1,220,000) and abandon water main on Mountain Street (950 feet @ $50,000) Area near the Fish and Game Club

Weighted scores: Probability of Failure3.5; Consequences of Failure 1.5

 

Eric wanted to skip items #6 and #7 until he could review them and get more information.

 

                Item #8 – water main for Cottage Street area (5,400 feet@ $890,000)

                Weighted score: Probability of Failure 2.5; Consequences of Failure 1.9

 

Items #9 and #10 each included several streets in different areas of Town.  Eric wanted to skip these for now so that he could separate them into different projects.

Item # 11 – water main for Pine Street (2,300 feet @ $380,000 and Old Post (1,400 feet at @235,000)

Weighted scores: Probability of Failure3; Consequences of Failure 1.5

 

Item #13 – Well Pump Station SCADA Improvements Phase 1 Chemical Feed Improvements, all wells (#337,000)

Weighted Scores: Probability of Failure 4.5; Consequences of Failure 3.8

 

There was discussion concerning the current weighting of the five categories under Consequences of Failure.  The five categories are weighted as follows: Environmental 10%, Service and Reliability 30%, Public/Employee Safety 30%, Public Image 10% and Financial 20%.  When all of the projects are scored there will be discussion concerning the appropriateness of those percentages. Basically, the committee will review all of the projects to determine if the weighted scores make sense relative to each other.

 

 

2.       New Business – Paul questioned whether the leak had been discovered and Eric said that to date it had not been found

 

 

3.       Next Month’s meeting.  The committee decided to meet on July 15th and July 22nd at the Community Center at 7:30 PM.
